Overview

We are seeking a Refinery Process Engineer with safety experience in Natural Gas Liquids (NGL) fractionation, Liquefied Petroleum Gas (LPG) export, and gas processing to join our Juaymah NGL Fractionation Department.

Juaymah NGL Fractionation Department supports and oversees process safety performances across our NGL fractionation facility.

Your primary role will be to provide process safety expertise to identify process safety hazards, assist with designing and implementing safety programs, and assess the effectiveness of process safety management (PSM) systems at the facility. This will include field and technical advisory support, benchmarking, process safety knowledge management, and the application of advanced safety methodologies to enhance operational integrity.

Key Responsibilities

As the successful candidate, you will be required to perform the following:

  1. Advise operating sites in managing process safety risks and hazards associated with processes, equipment, and daily operations.
  2. Provide on-demand remote and/or field expert technical support on process safety-related matters.
  3. Review key safety systems and recommend corrective actions.
  4. Support effective identification, assessment, and prioritization of risks, and track and complete risk reduction activities in a timely manner.
  5. Provide technical support and leadership in incident investigations.
  6. Issue frequency-based process safety performance reports highlighting KPIs, analysis, and performance improvement recommendations.
  7. Lead formal risk assessments / Process Hazard Analyses (PHAs) to identify and quantify risks associated with facility operations.
  8. Conduct process safety reviews, studies, analyses, and support development of control measures for projects.
  9. Develop and maintain safety policies and procedures.
  10. Lead, analyze, and monitor plant Management of Change (MOC) processes and conduct audits.
  11. Conduct jobsite observations and field inspections to collect data for safety analyses.
  12. Lead the department's risk register program.
Minimum Requirements
  • Bachelor’s Degree in Chemical Engineering or related field. An advanced degree is preferred.
  • Minimum of 15 years of experience in refinery, oil & gas, or petrochemical process units, with at least 10 years dedicated to process safety management.
  • Certifications such as CSP, OHST, ASP, NEBOSH process safety management are preferred.
  • Hands-on experience with hazard identification, risk analyses, and assessment methodologies (e.g., HAZID, PHAs).
  • Knowledge of industry codes, standards, and practices relevant to process safety (e.g., ASME, API, NFPA, ISO, IEC, ISA, IEEE).
  • Strong analytical and troubleshooting skills in process safety engineering.
  • Experience with developing safety roadmaps and setting safety KPIs.
  • Experience with risk scenario development, including probability and consequence assessments.
  • Experience in design, commissioning, or start-up of refining or gas facilities.
  • Knowledge of fire protection system design and firefighting strategies.
