Job Description

Purpose of Job

Jobholders at this level are capable of operating with minimal supervision. They work within guidelines and procedures to prepare complex, specialized, or ad-hoc reports in their field. They contribute to completing milestones or operational targets within their assigned area. Responsibilities include updating procurement tools, collecting procurement requirements, posting procurement plans, and following up on procurement progress.

Job Responsibilities
  1. Procurement Planning
    • Develop procurement strategies aligned with internal needs, best practices, ZATCA strategy, and government directions.
    • Create procurement programs detailing volume, nature, and timing of needed goods and services.
    • Update procurement policies, standards, and guidelines based on past practices.
    • Forecast annual procurement needs using historical data.
    • Collect procurement requirements from ZATCA functions promptly.
    • Identify sourcing options and conduct market analysis.
    • Consolidate requirements into an annual procurement plan and post it on relevant portals.
    • Develop guidelines for emergency purchases and supplier pre-qualification.
    • Register and verify suppliers in the database.
  2. Reporting
    • Monitor procurement performance and develop reports/dashboard against KPIs.
  3. Organization and Operations
    • Follow policies and procedures to ensure consistent work quality.
    • Support in problem-solving and assist junior staff.
    • Escalate complex issues appropriately.
    • Perform additional duties as required.
  4. People Management
    • Train and guide junior staff.
    • Delegate tasks and monitor workflow.
    • Support staff in policy and process adherence.
Education

Bachelor's degree in Business Administration, Engineering, or equivalent.

Experience

Minimum of 2 years relevant experience.
