Job Purpose:
- To plan and manage the development, execution and invoicing of contract management and the procurement cycle across TRSDC FM department in order to provide a professional service for FM commercial services that meets the needs of the business areas and progressively achieve efficiency and maximum sustainable value for TRSDC.
Job Responsibilities:
Strategic Contribution
- Assist with the implementation of the annual business plan and targets and execute the strategic agenda of the Facility Management Department function to deliver TRSDC vision and mission.
- Ensure that the strategy is translated into operational business plans for the Facility Management Department function and monitor the performance and execution of those plans in order to achieve functional objectives and deliver the company's strategy.
Leadership
- Coordinate the activities of the Facility Management team to ensure that all work is carried out efficiently, in line with the strategic project management plans, policies and procedures.
- Manage the team by setting priorities and objectives, managing performance, and providing ongoing feedback and coaching to meet the functional challenges and goals.
- Serve as a role model to ensure employees awareness and commitment to TRSDC vision, mission, values, fundamentals and corporate strategy to establish a highly engaged and motivated human resources, and continuously improve performance.
Budget
- Contribute to the preparation of the functional budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon.
Procurement Management
- Lead and direct the development and implementation of procurement operations which drives a long-term view of procurement and sourcing in order to effectively manage TRSDC wide supply and demand, and to drive maximum value from relationships with the TRSDC key vendors and providers.
- Lead the development and implementation of the procurement framework, which enables the organization to seek best value goods and services from simple product purchases through to significant infrastructure, technology, and other services.
- Lead the development of an efficient procurement cycle and process for TRSDC to define a structural approach for the provision of procurement services across the institution in a convenient and optimal way.
- Administer overall purchasing processes and drive standards, automation and outsourcing where applicable to gain efficiency throughout TRSDC.
Vendor Management
- Direct all aspects of vendor relationship management with critical suppliers, partners and third parties in order to effectively manage and negotiate with the supply side, to build effective long-term supply contracts and to extract the best value for TRSDC.
- Evaluate the suppliers on their performance on the assignments and to update the preferred vendor list and maintain relationships with the preferred suppliers, while taking follow up actions with the service providers with unsatisfactory performance.
- Supervise the continuous review of pending orders with the vendors that have met or overrun their original delivery date in order to avoid shortage
Contract Management
- Direct the negotiations with selected contractors on procures and contract price with a view to obtain the highest discount and fixed prices for products or services to perform the required scope
- Verify important contract documentation, where necessary, to ensure clarity of scope, requirements, project deliverables and timing in line with project objectives.
- Certify payments against the monthly invoices submitted by TRSDC on procures in line with the agreed plans and procedures.
- Oversee the review of invoices to ensure that they are in line with contractual agreements and submitted to the Finance function for timely payment approval.
- Oversee the correct procedures for logging procurement and contract information accurately onto the system to maintain a high level of quality, so that records and filings are accurate and up to date at all times.
Policies, Systems, Processes, Procedures, Standards and Reports
- Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.
- Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies and standards.
Safety, Quality & Environment
- Apply safety, quality and environmental management policies, procedures and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.
Continuous Improvement
- Contribute to the identification of opportunities for continuous improvement of Facility Management function systems, processes and practices considering international best practice, improvement of business processes, cost reduction and productivity improvement.
Job Requirements:
Qualifications & Experience:
- Bachelor's Degree in Business, Management, Engineering Quality Surveying or any related field
- Minimum of 8 to 10 years of experience in a similar position
