This position is for PaxOcean Group, a company under Kuok Group Singapore.
Tasks and Responsibilities
- Read and understand technical specifications, prepare job lists, work schedules, plan material take-offs, and manpower planning for yard staff and contractors for each project. Alert the commercial and production teams early to potential technical or manpower challenges for repairs or projects.
- Independently carry out estimating and commercial bidding to clients.
- Understand supply chain markets and costing in Saudi Arabia for fabrication, mechanical, and electrical repairs for OSVs.
- Coordinate effectively with JV partners within the Kingdom.
- Forecast manpower, project loads, and material arrivals, including facilities.
- Manage and monitor MRO budgets.
- Review and approve materials as per take-offs and coordinate with the purchasing department for timely delivery.
- Collaborate with clients, commercial teams, subcontractors, and production to ensure procedures and schedules are followed for job completion.
- Ensure safety, discipline, and welfare of all subordinates.
- Supervise and ensure all subordinates execute ship repairs and offshore fabrication per specifications, ensuring quality and safety, and timely completion. Obtain owner’s approval for trade work drawings.
- Promote good housekeeping and safety practices on vessels and workshops. Ensure compliance with safe work procedures.
- Minimize material wastage and account for remaining materials at project end.
- Prepare, review, and set up departmental documents (Risk Assessments, SOPs, audits) with the production team.
- Lead and manage supervisors, foremen, and subcontractors.
- Optimize work processes and equipment utilization.
- Represent the department in daily production and management meetings.
- Ensure all work reports are completed, verified, and submitted on time before vessel handover.
- Monitor vessel daily job deployment reports to meet targets.
- Perform other duties as assigned by production managers.
- Ensure strict adherence to the Permit to Work system, including safety risk assessments and briefings before work begins.
- Prepare tools, equipment, transportation, materials, and manpower, and control man-hours for all jobs.
- Ensure subcontractor work orders are raised promptly after job confirmation.
- Align business objectives with management and staff within designated functions.
Minimum Requirements
- Degree or higher in Naval or Marine Engineering or related discipline.
- At least 8 years of experience in the industry/environment.
- Ability to read and interpret repair and project specifications, technical drawings.
- Experience in generating plans for tools, equipment, materials, preparing project schedules, and forecasting manpower.
- Proficiency in reading ship structural drawings, mechanical systems, and understanding classification requirements.
- Good computer skills, including Microsoft Project and AutoCAD.
- Willingness to work overseas and irregular hours for critical and hazardous activities.
- Ability to motivate and lead subordinates.
- Strong problem-solving skills to identify potential issues and implement corrective actions.
- Experience in offshore projects, vessel conversions, repairs, material take-off, and project management.
- Familiarity with Saudi maritime and international regulations.
