This position is for PaxOcean Group, a company under Kuok Group Singapore.
Tasks and Responsibilities
- Read and understand technical specifications, prepare job lists, work schedules, plan material take-offs, and manpower planning for yard personnel and contractors for each project. Trigger early warnings to the commercial and production teams for potential technical or manpower challenges on all repairs or projects.
- Able to independently carry out estimating and commercial bidding to clients.
- Understand supply chain markets and costing in Saudi Arabia for fabrication, mechanical, and electrical repairs for OSVs.
- Able to collaborate effectively with JV partners to coordinate support within the Kingdom.
- Develop detailed forecasts for manpower loading, project loading, and materials arrival, including all facilities.
- Generate, control, and monitor MRO outfit budgets.
- Review and approve materials required as per material take-offs and coordinate with the purchase department to ensure timely delivery.
- Coordinate with clients, commercial teams, subcontractors, and production to follow appropriate procedures and schedules to complete projects.
- Ensure adherence to safety, discipline, and welfare standards for all subordinates.
- Supervise and ensure all subordinates execute ship repairs and offshore fabrication according to specifications and to the satisfaction of owners/class, ensuring timely completion and quality standards. Ensure all trade work mark-up drawings are made and approved by the owner’s representative.
- Promote good housekeeping and safety on board vessels and in workshops. Ensure all workers follow safe work procedures.
- Minimize material wastage and account for remaining materials at project completion.
- Prepare, review, and set up departmental documents (RA, SOP, internal & external audits, OR) with the production team.
- Lead and manage supervisors, foremen, and subcontractors.
- Optimize work processes and equipment utilization.
- Represent the department in daily production and management meetings.
- Ensure all work reports are completed by the ship in-charge, verified, and submitted to the owner’s representative before vessel handover.
- Monitor vessel daily job deployment reports to meet targets on time.
- Perform other related tasks as assigned by production managers.
- Ensure strict compliance with the permit to work system by all staff.
- Undertake other tasks as directed by the department head, including planning and preparing all permits related to marine safety, conducting risk analyses, and safety briefings before work starts.
- Prepare tools, equipment, transportation, materials, and manpower; control man-hours for all jobs.
- Ensure subcontractor work orders are raised immediately after job confirmation.
Minimum Requirements
- Degree or higher in Naval or Marine Engineering or related discipline.
- Minimum 8 years of experience in the industry/environment.
- Ability to read and interpret repair and project specifications, technical drawings.
- Proficiency in planning tools, equipment, material take-offs, project scheduling, and manpower forecasting.
- Ability to read ship structural drawings, mechanical systems, and classification requirements.
- Willingness to work overseas and irregular hours for critical and hazardous activities.
- Ability to motivate and lead teams, identify problems, and implement corrective actions.
- Experience in offshore projects, vessel conversions, and repairs, including material take-offs and project management.
- Knowledge of Saudi maritime and international rules and regulations.
