Job Description

The incumbent will be part of the Programme Management Unit of the FAO-Saudi Technical Cooperation Programme in Riyadh, Saudi Arabia.

Reporting Lines

Under the overall supervision of the Programme Director of the FAO-KSA Technical Cooperation in Saudi Arabia, the National Professional Officer (Senior Rangeland Management Expert) reports directly to the Chief Technical Adviser of the project, which aims to strengthen MoEWA's capacity in sustainable management of rangelands, forests, and natural resources to support rural livelihoods.

Technical Focus

Programme development and management, coordination, and operational support based on knowledge of local conditions, culture, language, and institutions of Saudi Arabia.

Key Results

Effective management and coordination of the technical and operational support of the programme and project.

Key Functions
  1. Participate in policy dialogue and advise government authorities, local, national, and international institutions in FAO activities; liaise with other UN agencies; represent FAO at inter-agency meetings.
  2. Promote FAO's image through advocacy, communication tools, and support the implementation of FAO's regulatory frameworks in the country.
  3. Maintain country data on food, crops, livestock, forestry, fisheries, and external aid; monitor policy changes affecting agriculture.
  4. Develop and produce technical, economic, and policy studies; develop country development frameworks such as CPF and UNDAF.
  5. Identify, formulate, and coordinate programme and project proposals; monitor field programme implementation; improve results and efficiency.
  6. Brief, train, and supervise lower-grade staff; ensure adherence to procedures and work accuracy.
Specific Functions
  1. Lead baseline assessments and diagnostic studies of rangelands for sustainable development.
  2. Lead field organization and inventories of rangelands and natural resources; conduct studies on pest management.
  3. Assess rangeland carrying capacity, manage challenges, and produce quality seeds.
  4. Assess livestock grazing systems, establish pilot sites, and promote best practices.
  5. Design and lead environmental, social, and economic profiles for target regions.
  6. Benchmark best practices and develop performance evaluation criteria for community-based practices.
  7. Assess rainwater harvesting potential; develop guidelines for rangeland improvement.
  8. Develop partnerships for sustainable rangeland management.
  9. Supervise and contribute to preparation and dissemination of project outputs and knowledge products.
Candidate Requirements
  • Saudi Arabian nationality.
  • Advanced university degree in rangeland conservation, natural resources management, or related fields.
  • Seven years of relevant experience in sustainable rangeland and natural resources management or project management.
  • Proficient in Arabic; intermediate knowledge of English.
