Job Summary :
The HSE Manager is responsible for ensuring that the facility complies with all applicable regulatory requirements and NOV's Global HSE Policy. This role involves facilitating and leading the facility's Health, Safety, and Environmental (HSE) functions, including strategic planning and deployment of initiatives to improve HSE performance.
RESPONSIBILITIES / ACCOUNTABILTY & AUTHORITY :
HSE Strategy & Compliance :
- Develop, implement, and maintain HSE policies aligned with OSHA, API, IADC, ISO 45001, and ISO 14001 standards.
- Ensure compliance with industry-specific safety regulations, including OGP guidelines and local laws.
- Liaise with authorities, regulatory bodies, and industry associations for audits and inspections.
Risk Management & Hazard Control :
- Conduct risk assessments (HAZID, HAZOP) for operations.
- Implement control measures for high-risk activities such as hot work, confined space entry, working at heights, and heavy machinery operation.
- Develop and maintain emergency response plans and train site personnel.
- Lead root cause analysis (RCA) investigations for incidents and near-misses, ensuring corrective actions are taken.
Training & Safety Culture Development :
- Develop and deliver HSE training programs, including STOP, PTW, and BBS.
- Conduct toolbox talks, safety drills, and awareness sessions on hazardous materials (HAZMAT), PPE, and LOTO procedures.
- Foster a strong safety culture through proactive initiatives involving employees and management.
Environmental & Waste Management :
- Implement and monitor environmental programs, including waste disposal, air emissions, and chemical handling.
- Ensure compliance with environmental laws, including EPA and ISO 14001.
- Develop initiatives for pollution control, resource conservation, and energy efficiency.
Audits, Reporting & Continuous Improvement :
- Conduct regular audits, inspections, and gap assessments.
- Maintain records of KPIs, incident reports, and audits.
- Prepare reports for management and regulators.
- Implement continuous improvement based on industry best practices and incident learnings.
Contractor & Supplier Safety Management :
- Ensure contractors comply with HSE standards.
- Develop and enforce contractor pre-qualification and performance evaluations.
- Supervise permit-to-work systems for high-risk activities.
BEHAVIORAL SKILLS / COMPETENCIES & REQUIRED :
- Strong knowledge of industry HSE regulations and standards.
- Expertise in risk assessment, incident investigation, hazard mitigation.
- Leadership skills to promote safety culture.
- Proficiency in HSE management systems (ISO 45001, ISO 14001, OHSAS).
- Excellent communication, training, and reporting skills.
- Familiarity with industry-specific HSE software.
- Ability to work in high-risk environments.
EXPERIENCE / EDUCATION / SKILL-SET REQUIRED :
- Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
- NEBOSH Diploma, CSP, or equivalent; industry certifications like IADC RigPass are a plus.
- Minimum of 7 years in an HSE management role within the oil & gas drilling, pipe manufacturing, or servicing industry.
