Job description

Qiddiya is a flagship giga project under Saudi Arabia's Vision 2030 initiative, aiming to create a world-class entertainment, cultural, and lifestyle destination. As a multibillion-dollar project, Qiddiya will encompass vast infrastructure development, hospitality, retail, and service sectors, requiring robust strategic procurement management.

The Executive Director, Strategic Procurement, will lead the development and execution of procurement strategies across key categories such as building materials, design consultants, and contractor services, ensuring alignment with Qiddiya's strategic goals.

The successful candidate will oversee procurement strategies across various categories, ensuring alignment with project goals, compliance with regulations, and optimization of value levers—such as innovation, budget adherence, speed, and quality. The role demands strong leadership in category management, supplier intelligence dissemination, and procurement innovation to deliver value beyond cost savings, including quality improvement and risk mitigation. The Executive Director will act as a partner to business unit leaders and the Central Development Unit (CDU), ensuring that category strategies translate seamlessly into operational procurement across Qiddiya's diverse and large-scale projects.

Key Responsibilities:
  1. Lead the development and implementation of strategic sourcing plans and category strategies for Corporate and Development teams, aligned with Qiddiya's vision and objectives, focusing on scalability, timely delivery, innovation, and value optimization.
  2. Partner with Development BU Heads and CDU to support the translation of category strategies into procurement operations and project development goals.
  3. Monitor internal and external factors influencing category strategies, ensuring demand forecasting aligns with operational needs.
  4. Drive value enablement by selecting appropriate levers across categories to maximize procurement spend value, including specification improvements, partnerships, strategic sourcing, supplier consolidation, volume purchasing, and value engineering.
  5. Ensure compliance with procurement policies, Local Content policies, Supplier Development Program guidelines, and legal requirements in KSA and PIF.
  6. Engage cross-functional teams in category risk management, creating mitigation strategies for supply chain risks, including geopolitical factors and market volatility.
  7. Lead negotiations on frame agreements and oversee contract development with key suppliers.
  8. Maintain transparency on demand forecasts in collaboration with Development BU heads, CDU, and Finance teams.
  9. Align procurement activities across critical categories such as building materials, contractor services, and design consultancy with business units and CDU.
  10. Identify critical suppliers in collaboration with the Supplier Relationship Management (SRM) team for operational engagement.
Requirements:
  • 20+ years of experience in strategic procurement or category management in large-scale projects, preferably in construction, real estate, or urban development.
  • Strong background in managing complex category strategies, including building materials, design consultants, and indirect categories like IT and marketing.
  • Proven experience working collaboratively across functions, aligning diverse goals with overarching strategies.
  • Bachelor's or Master's degree in Supply Chain Management, Business Administration, Engineering, or related fields; MBA or advanced degree preferred.
  • Certifications such as CIPS, CPSM, or CSCP are preferred but not mandatory.
  • Fluency in English is required; proficiency in Arabic is highly desirable.
