Job description

Job Title: Human Resources Operations Manager

Role Purpose:

The HR Operations Manager plays a critical role in ensuring the smooth delivery of HR services across Cultural Assets Group and its subsidiaries. This position oversees group-level HR operationsincluding compliance, payroll, employee relations, and administrative processeswhile reviewing and supporting subsidiary HR operations to maintain alignment with group-wide policies and standards. The role ensures that all subsidiaries operate with consistency, efficiency, and legal compliance, in line with the Group's strategic human capital framework.

Primary Responsibilities:

  • HR Operations Management (Group and Subsidiaries)
  • Lead and manage daily HR operations at the Group level, and review subsidiary HR operational activities to ensure alignment with Group policies, best practices, and regulatory requirements.
  • Compliance and Regulatory Management
  • Oversee labor law compliance across the Group and subsidiaries. Conduct regular audits, risk assessments, and provide proactive guidance to subsidiary HR teams to maintain full regulatory adherence.
  • Policy Development and Enforcement
  • Develop, standardize, and continuously update HR governance frameworks, employment policies, and operational procedures for Group-wide implementation, ensuring subsidiaries are fully integrated and compliant.
  • Employee Relations Support
  • Support subsidiaries in implementing standardized grievance handling, workplace ethics programs, and dispute resolution processes that align with Group standards.
  • HR Systems and Data Management
  • Maintain, monitor, and optimize centralized HR information systems (HRIS) and ensure subsidiaries properly use approved platforms for data management, reporting, and regulatory filings.
  • Payroll and Benefits Administration
  • Oversee Group payroll operations, and review the payroll and benefits administration of subsidiaries to ensure consistency, compliance, and operational efficiency.
  • Reporting and Workforce Analytics
  • Develop regular consolidated HR reports combining Group and subsidiary workforce data. Provide insights for leadership decision-making and continuous improvement.
  • Subsidiary Collaboration and Support
  • Act as a key HR operations advisor to subsidiaries, ensuring they have the tools, systems, and support needed to execute their HR functions effectively within the Group's frameworks.

Qualifications & Experience:

  • Bachelor's degree in human resources management, Business Administration, or related fields, professional HR certifications (CIPD, SHRM) preferred.
  • Minimum of 5 years of HR operations experience within a multi-entity or group structure.
  • Strong knowledge of labor law compliance, HR governance, payroll management, and workforce administration across multiple jurisdictions.
  • Experience implementing and managing HRIS platforms and data integrity practices.
  • Exceptional organizational, auditing, and communication skills.
  • Fluency in both Arabic and English is a must. Additional languages are a plus.
