Job description

Our client, a global leader in the Oil & Gas industry, is seeking a Lead Strategy & Market Analyst to join their Facilities Planning Department.

**This position is an EXPAT role and requires relocation to Saudi Arabia. Must be a current holder of a North American passport.**

The Facilities Planning Department is responsible for the development and coordination of the company's capital program.

The Fuels & Chemicals Division includes the Downstream Development Group, Refining Group, and Chemicals Group. Its activities encompass the entire Capital Planning Process, including idea creation, business case analysis, alternative options development, leading multi-discipline project teams through Design Basis Scoping Papers (Front End Loading), and preparing expenditure requests for Corporate Management. The division also leads master planning activities for downstream facilities in the Kingdom, optimizes capital deployment, and conducts Technical Due Diligence on potential acquisition targets in the downstream sector.

Responsibilities
  1. Conduct feasibility studies on refineries and petrochemical facilities and develop long-term business strategies.
  2. Lead project teams to prepare design basis scoping papers for capital projects involving refineries and petrochemicals.
  3. Prepare expenditure requests and present them to Corporate Management.
  4. Interface with Operating Organizations, New Business Development, Engineering, Project Management, and Corporate Staff.
  5. Evaluate process/system and economic aspects of existing and potential refineries and petrochemical facilities.
  6. Oversee evaluations of major refining and petrochemical facilities conducted by others.
  7. Present investment opportunities to Corporate Management.
  8. Provide ongoing consultation to management and other teams.
  9. Mentor future Facilities Planning Specialists.
Education & Experience Requirements
  • Bachelor's degree in Chemical Engineering.
  • Advanced education in Economics is highly preferred.
  • Excellent technical presentation skills, both written and oral.
  • 12+ years of experience in:
  • Economic evaluations, feasibility studies, and budget request preparations.
  • Planning and executing engineering studies as a professional consultant.
  • Applying process/system simulation and economics, especially LP modeling, in refinery or petrochemical operations.
