Job description

Purpose of the Role:

Serve as a main contractor's representative for a Public Investment Fund (PIF) mega project, ensuring the company's interests are safeguarded. You will play a crucial role in reviewing, analyzing, and managing contracts for complex construction projects, ensuring that financial, contractual, and legal obligations are met while supporting smooth project execution.

Key Accountability Areas & Activities

Contract Management

  • Prepare payment terms for subcontracts, purchase orders, and service agreements.
  • Collaborate with project teams to ensure compliance with contractual requirements and project milestones.
  • Prepare change proposals, assess cost impacts, and evaluate risks in project scope.

Dispute Resolution & Claims Management

  • Oversee vendor contract payments until retention is released per contract terms.
  • Prepare, submit, and negotiate claims related to time and cost, including EOT (Extension of Time), disruption, and additional payments.

Financial Management & Reporting

  • Manage interim payment applications for main and sub-contractors, ensuring financial control.
  • Prepare detailed take-off sheets for material cost estimations and financial progress reports.
  • Generate and maintain comprehensive change logs to document project progress.
  • Conduct Cost Value Reconciliation (CVR) exercises as needed.

Cost Estimating

  • Apply knowledge of regulatory standards and codes (POMI, NRM, RSMeans) for accurate cost estimation.
  • Analyze project drawings and specifications to forecast costs related to labor, materials, machinery, and overheads.

Value Engineering

  • Participate in value engineering exercises to identify cost-saving opportunities without compromising project quality.

Technology Proficiency

  • Proficient in AutoCAD and Excel; familiarity with Revit and other BIM programs is a plu

Team Management

  • Lead and manage a team of Quantity Surveyors, ensuring tasks are completed in a timely manner, whether on-site or off-site.
  • Utilize technology to maintain productivity.
  • Exhibit strong communication and interpersonal skills to manage meetings and reporting to senior management.

Qualifications & Requirements

Knowledge & Experience:

  • 12+ years of experience in construction, with at least 8 years of experience in commercial and contracts management.
  • Proven track record working as a Main Contractor.
  • Deep understanding of international methods of measurement.
  • Familiarity with FIDIC forms of contracts is advantageous.
  • Strong grasp of construction project quantification and costing.
  • Awareness of the full scope of construction project management, from inception to completion.
  • Fluency in Arabic and English is mandatory.

Education & Certifications:

  • Bachelor's degree in Civil Engineering.
  • Certificates in Commercial Management and Cost Management are desirable.
