Job Description:
Parsons is seeking a talented Contract Administrator to join our team. In this role, you will provide technical guidance within the Construction Department, protecting the interests of the Royal Commission and the Company in all contractual matters. You will ensure compliance with Royal Commission & Government Procurement Laws, policies, and procedures, as well as legal and contractual standards.
What You'll Be Doing:
- Providing contractual guidance within the Contracts Department regarding legal and contracting activities for the Royal Commission.
- Reviewing contract administration work for correctness and compliance with policies and procedures.
- Advising the appropriate Manager on contractual matters and acting as the principal project-level advisor on contract administration strategies and issues.
- Preparing Notices of Awards, Notices of Proceeds, and Post Award Meetings.
- Administering all Post-Award Construction Contracts, monitoring compliance with contract documents.
- Preparing, reviewing, and approving Work Orders, verifying inclusions, terms, costs, and compliance.
- Coordinating formal communication with third parties, including design consultants, contractors, subcontractors, and government agencies.
- Liaising with stakeholders within the Client’s organization to ensure input and buy-in.
- Reviewing and responding to contractor and subcontractor claims to protect the Client’s interests.
- Preparing Contract Change and Variation Orders.
- Drafting bespoke subcontract and supplier agreements for minor on-site needs.
- Facilitating contract close-out procedures to ensure compliance before final payments.
- Ensuring all registrations and documentation, such as warranties, bonds, insurances, and guarantees, are maintained and compliant.
Additional Responsibilities:
- Conducting periodic performance evaluations of contractors.
- Reviewing and approving contractor invoices, verifying costs and quantities.
- Preparing technical RFP packages in compliance with KSA procurement laws and portal requirements, coordinating with relevant authorities.
- Ensuring scope, deliverables, and payment terms are aligned before issuing work packages.
- Soliciting proposals from multiple bidders and managing responses to queries.
Required Skills:
- Degree in Law, Construction Management, Quantity Surveying, or related field, with at least 12-15 years of experience in contract formation, negotiation, and administration, including public works and infrastructure projects.
- Experience with public bidding, bid document formation, evaluation, and negotiation.
- Fluency in English, with strong communication skills regarding contractual issues.
- Excellent writing skills, attention to detail, and proficiency in MS Office and analytical software tools.
