Manager, Labour Market Trends and Future Talent NEOM



Role Purpose
The Economics, Data and Statistics Department (EDS), maximizes economic competitiveness across economic sectors and ecosystems, in support of NEOM s vision and goals. It operates to enable NEOM s competitive economy by coordinating with private, public and institutional stakeholders to achieve socio-economic objectives laid out by NEOM s leadership.

NEOM aspires to have the greatest minds and best talents as per its Vision. Within the Ecosystems sub-department, we are looking for a Manager, Labour Market Trends and Future Talent who will focus on analysing future labour market needs in terms of quantities and required skills sets in NEOM's various economic sectors and regions. Based on this analysis, she/he will be developing strategies on how to attract talents who meet the defined future labour market needs, as well as defining KPIs for a greenfield city and implement initiatives to promote NEOM as a top destination for highly skilled talent. She/he will support the Ecosystems Director, inter alia, in thought leadership by providing insights on the latest trends in future labour market developments and talent attraction strategies worldwide, including a keen understanding of how the evolving landscape of jobs, especially with the advent of Artificial Intelligence (AI), will impact our strategies for economic advancement and competitive edge, in addition to analysing activities that developed countries launched in order to successfully attract talent (e.g., economic development programs related to talent attraction, trends in regulations etc.). The job scope will also include coordinating and implementing talent attraction strategies with both internal (NEOM Companies, JV Cos, NEOM Authority etc) and external parties (third party companies, KSA govt agencies etc).


KEY ACCOUNTABILITIES & ACTIVITIES

Global scanning, current and future trends in labour markets
• Detailed economic analysis of labour markets dynamics in various industries as well as future trends in light of radical technology disruptions (implications of AI and robotics automation on future job trends)
• Analysis of labour market demand and supply changes in individual industries and countries relevant to NEOM and their implications for best-practice labour market policies and regulations
• Scientific and data driven analysis of the future jobs landscape and skills requirements
• Support Industry and Ecosystems Director in developing NEOM s strategy to attract Future Talents and work professionals by leveraging on international best practices
• Provide understanding of labour and social policies relevant for highly skilled talent and best practices worldwide
• Analyse gaps in the current state of NEOM regulations and economic development programs relevant for attracting talent and best practices worldwide
• Work with legal teams to develop a plan to close the gaps in regulatory framework and participate in policy drafting (labour policies, people development policies)
• Identify global current and emerging digital nomads needs
• Identify regulatory and economic development elements that attract digital nomads
• Monitor latest thinking on future of work and enabling forces impacting workforce (e.g., digitization, automation etc.) and develop insights on their direct implication to NEOM talent along with providing recommendations
• Monitor global diversity and inclusion trends and develop recommendations on how NEOM can achieve and remain its welcoming culture
• Provide understanding of KSA and MENA labour market and policies/ initiatives launched to increase labour participation of different talent segments
• Conduct regular analysis of pertinent statistical data to identify trends and developments related to trends in talent development
Monitoring and KPIs

• Support the Industry and Ecosystems director in defining and setting KPIs for talent attraction (on industry/ ecosystem level and on different talent segment levels)
• Contribute to designing digital KPIs dashboard and its distribution to internal and external NEOM stakeholders
• Analyse KPIs and work with other parts of Ecosystems and representatives of NEOM sectors and industries to develop measures to reach KPIs
Qualifications
• Higher degree in Economics or comparable science
• Minimum of 7+ years of experience in the analysis of labour market dynamics and future job trends and skills needs
• Experience in Economic forecasting, with an emphasis on labour market demand and supply, and Talent Attraction.
• Experience in analysing the economic impact of labour market regulations and laws
• Suitability to undertake the responsibilities mentioned above at the required level
• Experience in working in international diverse teams
• Experience with strategic planning and execution
• Excellent interpersonal skills and ability to communicate in English effectively both in oral and written form
• Demonstrated performance in creating, motivating and leading diverse teams of highly qualified professionals
• Sound planning, management, and administrative skills together with superior interpersonal negotiating skills
