Reports to the Engineering Manager, the Area Engineering Manager – Technical Studies is responsible to monitor and coordinate the progress for all studies being undertaken by the Royal Commission Engineering Department in Jubail.

In addition, this person will coordinate and oversee the work of the following niche specialist teams including:

  • The Pipeline Corridor Compliance Team,
  • The Corrosion Monitoring Team,
  • The Industrial and Commercial Investment Development Technical Coordination Team,
  • The Third-Party Stakeholders Coordination Team,
  • The Standard Technical Documentation Team.

The work will require management of a team of Project Engineers and Specialists and close coordination with the broader Engineering Department and with other departments and external stakeholders.

Major Responsibilities:

  • Maintains and periodically updates the technical credibility of the city Master Plan and the supporting technical, economic, sustainability and innovation studies/strategies/plans.
  • Solicits input from all Royal Commission departments and then advises and guides the Royal Commission management on what new studies are required at any time.
  • Takes ownership of all new studies and specialist activities area and works with the Project Engineers to develop Task Releases to consulting firms (A/E’s).
  • Presents studies and projects to the client Planning Committee, management team and key stakeholders as required.
  • Coordinates with planning departments and Engineering disciplines to identify and recommend new projects as required to maintain the function of key infrastructure for existing and future industries within the Jubail Industrial City.
  • Reviews and ensures quality of A/E submittals.
  • Manages the Project Engineers and Specialists in their activities and provides operational support as well as guidance on technical issues.
  • Reviews and approves the scope and cost estimates for all Task Releases.
  • Ensures that Project Engineers and Specialists meet their Work Plan goals in budget and schedule.
  • Prepares the cash flow budget for the annual work plan; monitors and resolves variances.
  • Participates in weekly staff meetings and monthly area review meetings to report on project performance and resolution of issues.
  • Requests and manages off-project support, if deemed necessary.
  • Manages and acts as the Authorized Representative for several Technical Services Contracts, including coordination of Contract Change Orders as required.

Education and Experience Requirements:

  • University degree in Engineering preferably in Civil Engineering or Urban-Regional-Town Planning coupled with experience/qualifications in Applied Finance & Investment and/or Real Estate Development and/or Strategic Planning.
  • 15 years of design experience including 5 years leading and managing various multi-discipline design projects, studies and reports e.g. White Papers, feasibility studies, front end engineering design.
  • Ability to write scope of work for studies/design tasks and manage the scope, cost and schedule of work carried out by external consultants.
  • Demonstrate a minimum of five (5) years bottom line involvement in the economics of infrastructure and industrial project development.
  • Must be able to demonstrate excellent technical communication and interpersonal skills, with ability to influence through discussion and reasoning.

  • Ability to work within a culturally diverse organization, recognizing and respecting differences.
  • Must have strong organizational, leadership and teamwork skills, proven problem-solving abilities, people management, and persuasive communication skills.
  • Chartered and Registered Professional by National/State/Provincial Agencies.
  • High level of skill interfacing with and presenting to senior stakeholders.

Required Knowledge and Skills:

  • Experience with Stakeholder Management including 3rd Party utility companies and government departments.
  • Knowledge of Sustainability principles and key sustainability guidelines and certification organizations, including LEED, BREAM, CEEQUAL etc.
  • Knowledge of Engineering software applications as related to the design of infrastructure and buildings including, but not limited to: Autodesk suite of CAD, design and analysis tools, BIM, GIS.
  • Demonstrated experience with preparation of consultant fee proposals and technical services contracts.
  • Familiarity with Quality Management Systems based on ISO:9001 standards as applied to engineering design.
  • Familiarity with Engineering Design and Construction practices.
  • Familiarity with Design Guidelines, Design Standards, Specifications, Standard Drawings, Standard Pay Items and the application of these in the execution of Engineering design and project execution.
  • Experience with preparation and monitoring of engineering performance and progress reporting (EPPR).
  • Ability to coordinate and work with the other engineering disciplines, the client, designers, contractors, vendors, and stakeholders.
  • Demonstrates commitment to Quality, Safety, and Ethics.
  • Demonstrated experience in coaching and mentoring.
