Job description

The organization is a flagship gigaproject under Saudi Arabia’s Vision 2030 initiative, aiming to create a world-class entertainment, cultural and lifestyle destination. The Manager – External Programs and Policies is responsible for the oversight and implementation of external regulatory frameworks and strategic initiatives. This includes ensuring compliance with local content requirements, ESG (Environmental, Social, and Governance) mandates, and managing supplier development programs effectively. The role involves extensive collaboration with both internal teams and external stakeholders to align with governmental policies and drive organizational strategic objectives.


1. Strategic Initiative Support


  • Lead the development and implementation of strategies to adopt local content regulations and ESG principles in alignment with PIF and national goals.
  • Continuously monitor changes in relevant government policies and assess their impact on operations, making strategic adjustments as needed.
  • Oversee the development of reports concerning local content adoption and ESG compliance, ensuring thorough documentation of progress and regulatory adherence.
  • Manage an internal training regimen ensuring that all team members are updated on the latest government policies and procedural changes.
  • Establish and refine KPIs to monitor the effectiveness of local content and ESG integration across the organization.

2. Supplier Development


  • Direct the design and execution of supplier development initiatives that bolster the capabilities of local suppliers and promote competitive practices.
  • Engage with external stakeholders, including PIF and regulatory bodies, to enhance supplier development efforts.

3. Stakeholder Liaison


  • Coordinate with various internal teams for the implementation of local content and ESG requirements, ensuring compliance and preparedness for audits.
  • Act as a main point of contact between the organization and external parties, including governmental agencies and industry regulators.
  • Cultivate relationships with PIF and government agencies to ensure strategic objectives are met and compliance is maintained.
  • Prepare for and manage audit processes, including development and oversight of corrective action plans based on audit outcomes.
  • Contribute to a hands-on presence in both Riyadh and on-site at Qiddiya to drive local content and ESG initiatives bolt the business units.
