Job Description

Position Objectives:

  • The consultant will be responsible for job family development, technical competency framework design, and the creation of a robust career ladder model that supports organizational growth, capability development, and talent retention.

Job Description & Responsibilities:

  • Conduct planning workshops with OD stakeholders to finalize job family model and templates.
  • Develop up job families/sub-families including:

o Levels of work

o Role accountabilities by level

o Required qualifications and experience for each level.

  • Define competencies with proficiency levels and behavioral descriptors across three job levels.
  • Engage key stakeholders for data gathering and validation.
  • Align and map competencies to functions within the organization s new structure.
  • Design both vertical and horizontal career progression paths aligned with organizational goals.
  • Define job levels, progression criteria (competencies, experience, performance).
  • Align the career path model with job families and competency frameworks.
  • Career Ladder Structure Document (Job levels and titles booklet).
  • Competency Mapping aligned with technical and behavioral frameworks.
  • Job Family Integration Documentation.
  • Career Progression Guidelines and Policy Documents.

Qualifications & Experience:

  • Bachelor s or Master s degree in Human Resources, Organizational Psychology, Business Administration, or related field.
  • Minimum 10 years of proven experience in organizational development and HR infrastructure projects.
  • Strong expertise in competency framework development, career architecture, and job family modeling.
  • Prior experience in government, semi-government, or large-scale organizational projects preferred.
  • Excellent stakeholder engagement and facilitation skills.
  • Strong analytical and organizational skills.
  • Bilingual: Fluent in English and Arabic (both written and verbal).
  • Proficiency in documentation and report writing.
