Job description

The HSE (Health, Safety & Environment) Specialist is responsible for ensuring compliance with safety regulations, environmental policies, and industry best practices on oil and gas sites. This role involves identifying hazards, implementing safety protocols, conducting audits, and training personnel to maintain a safe and environmentally responsible workplace.

Key Responsibilities:

1. Health, Safety & Environmental Compliance

  • Ensure strict adherence to local and international HSE regulations (OSHA, NEBOSH, ISO 14001, ISO 45001, API, etc.).
  • Develop and implement HSE policies, procedures, and safety programs.
  • Monitor workplace conditions to identify and mitigate risks.
  • Oversee hazardous materials handling, waste management, and environmental protection measures.

2. Risk Assessment & Incident Prevention

  • Conduct Job Hazard Analyses (JHA) and Risk Assessments (RA) before initiating operations.
  • Identify potential hazards and propose corrective and preventive measures.
  • Ensure the availability and proper use of Personal Protective Equipment (PPE).
  • Investigate accidents, near misses, and safety violations, and recommend solutions.

3. Training & Safety Awareness

  • Organize HSE training programs for employees, contractors, and visitors.
  • Conduct safety drills (fire, spill response, emergency evacuations, etc.).
  • Promote safety culture through awareness campaigns, toolbox talks, and workshops.

4. Inspections, Audits & Reporting

  • Conduct regular site inspections and internal audits to ensure compliance.
  • Document findings and submit HSE performance reports to management.
  • Liaise with regulatory authorities and third-party auditors for compliance inspections.
  • Maintain incident records, safety reports, and environmental impact assessments.

5. Emergency Response & Crisis Management

  • Develop and implement emergency response plans.
  • Lead the incident investigation team and provide root cause analysis.
  • Coordinate with medical and fire-fighting teams in case of emergencies.

Skills

Education & Experience

  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
  • Minimum 5+ years of experience in HSE roles within the oil & gas industry.
  • Strong knowledge of drilling, production, and refinery safety standards.
  • Experience working in onshore and/or offshore environments.

Skills & Competencies

  • In-depth knowledge of HSE regulations, industrial hygiene, and risk management.
  • Proficiency in incident investigation methodologies (e.g., Root Cause Analysis, TapRooT, BowTie Analysis).
  • Strong communication and training skills.
  • Ability to work in high-risk environments and respond effectively to emergencies.

Certifications (Preferred):

NEBOSH IGC (International General Certificate) or Diploma

IOSH Managing Safely Certification

OSHA 30-Hour General Industry Certification

BOSIET/HUET Certification (for offshore work)
