Job description

Westlakes Recruit is seeking a Project Manager – Design Location: Tabuk, KSA We are currently supporting the development of one of the most visionary giga-projects in the world and are looking for an experienced Project Manager – Design to join the team within THE LINE at NEOM. The role will support Senior Project Managers and Senior Management in managing complex, multidisciplinary design projects, overseeing timelines, budgets, stakeholders, and contract execution. Role Overview The Project Manager will be responsible for managing the coordination and delivery of project contracts and design workstreams, ensuring delivery is aligned with programme goals, budgets, and timelines. The role includes liaising with stakeholders, consultants, contractors, and internal departments to drive high-quality, sustainable, and efficient design outputs. Key Accountabilities Supervise the assigned project team to ensure all project activities are executed efficiently, in line with policies and procedures. Support the development of client project briefs, work breakdown structures, package strategies, and programme timelines. Manage procurement processes including RFP preparation, tender evaluation, and consultant onboarding. Coordinate with design and execution teams to identify and resolve design and constructability issues. Work with Senior Project Managers to develop project budgets, masterplans, and deliverables. Key Responsibilities Assist in procurement management, from tendering to consultant appointment and invoicing. Review strategies and deliverables, resolving any design and constructability challenges. Monitor financial performance against project budgets and report variances. Develop and maintain detailed delivery timelines for inclusion in contract documentation. Report progress to senior NEOM stakeholders, including critical milestones and risk assessments. Support issue resolution and develop action plans for project success. Contribute to change management, risk identification, and mitigation planning. Drive continuous improvement and sustainability in design processes. Prepare and deliver reports and statements according to quality standards and timelines. Ensure compliance with design management plans, project management plans, and quality frameworks. Liaise with technical services, shared services, and NEOM departments to align all project elements. Lead feasibility studies across disciplines including finance, sales, and operations. Ensure stakeholder inputs are captured and incorporated into design cycles. Drive alignment across all NEOM sectors for unified project direction. Participate in bidding for comprehensive design works including vendor scoping and bid evaluation. Conduct site surveys and ensure design compliance with agreed standards. Manage the production and approval of design reports. Coordinate multidisciplinary design consultations and stakeholder engagement. Conduct meetings with contractors and consultants to resolve commercial and contractual issues. Facilitate coordination between contractors and internal teams for variation management. Engage with subject matter experts to ensure depth of review and timely feedback. Knowledge & Skills Comprehensive project management knowledge, including strategy development and feasibility studies. Familiar with international building codes and standards (IBC, SBC, BS Codes, Eurocodes, etc.). Strong understanding of real estate and infrastructure business strategies. Effective decision-making, problem-solving, and analytical skills. Excellent leadership, coaching, and people management capabilities. High-level communication and negotiation skills with ability to inspire teams and manage stakeholders. Strong execution focus, results-driven mindset, and accountability for performance. Technologically adept, with working knowledge of design support tools and project platforms. Technical Skills Ability to manage multiple project-related tasks and priorities. Strong interpersonal and stakeholder engagement skills. Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook). Familiarity with project management software (Primavera P6, Microsoft Projects) is desirable. Capable of interpreting and applying design and construction standards.

Experience Minimum 15 years of experience in design management on mega/multi-disciplinary projects. At least 5 years as a Project Manager. Experience working in the Kingdom of Saudi Arabia and/or the GCC is preferred. Qualifications Bachelor’s degree in Architecture or Engineering from an accredited university (Master’s preferred). Postgraduate qualifications in Design or related subjects beneficial. Professional registration/accreditation (e.g., RIBA, MCARB, MRIAI, PE, MICE, PMP, SCE). Sustainability Certification (LEED, PQP, or equivalent) preferred.
