Job Description

The organization is a flagship gigaproject under Saudi Arabia's Vision 2030 initiative, focused on establishing a world-class entertainment, cultural, and lifestyle destination. The Manager of Technology Procurement is a pivotal position responsible for overseeing all aspects of the procurement process for tech-related goods and services. This role involves strategic sourcing, contract management, vendor relationship management, and ensuring compliance with procurement policies while driving cost efficiencies.

Key Responsibilities

  1. Procurement Strategy and Operations
  2. Develop and implement procurement strategies to meet the organization’s tech procurement needs, including managing RFPs, vendor negotiations, and contract finalizations.
  3. Lead the identification, evaluation, and selection process for vendors providing tech goods and services, including IT, digital, and cybersecurity solutions.
  4. Oversee the review of bid returns and issue Combined Award Recommendation (CAR), ensuring timely execution of contract agreements in alignment with governance frameworks.
  5. Conduct detailed bid evaluations for accuracy and compliance, ensuring commitments are presented with appropriate approvals.
  6. Ensure all procurement activities comply with established policies and procedures, maintaining accurate records in digital systems.
  7. Develop and lead the commercial evaluation process for vendor proposals, focusing on value optimization.
  8. Vendor and Stakeholder Management
  9. Manage relationships with preferred suppliers and develop a comprehensive database to monitor their performance continuously.
  10. Oversee the administration of complex contracts to guarantee service delivery meets organizational needs and standards.
  11. Conduct regular evaluations of vendor performance, ensuring alignment with strategic objectives.
  12. Budget Oversight and Reporting
  13. Monitor procurement budgets related to tech goods and services and generate timely expenditure reports for management.
  14. Lead the preparation of comprehensive reports detailing procurement activities and identifying areas for cost savings.
  15. Identify opportunities for efficiency and cost reductions within procurement operations.

Desired Candidate Profile

  1. 10+ years of experience in procurement, contract management, or supplier development, especially within large-scale projects in construction, real estate, or urban development.
  2. Bachelor’s or Master’s degree in Supply Chain Management, Business Administration, or related fields; MBA preferred.
  3. Preferred qualifications include CIPS, CPSM, or CSCP certifications.
  4. Proficient in procurement software such as Prism, SAP, and Ariba.
  5. Demonstrated experience in cross-functional collaboration to align diverse goals with organizational strategy.
  6. Fluency in English is required; proficiency in Arabic is a plus.
  7. Familiarity with the Saudi Arabian cultural and business environment, with relevant regional work experience preferred.
