We are seeking an experienced Bids Specialist to lead and coordinate bid and proposal processes within the ICT and construction industries. The ideal candidate will have a strong background in developing competitive proposals, managing bid cycles, and collaborating across technical and commercial teams. Prior experience in vendor or consultancy environments is highly desirable.

Job Description & Responsibilities:

• Identify, evaluate, and respond to RFPs, RFQs, and unsolicited proposals within the ICT and construction sectors.
• Develop strategic bidding approaches that align with customer needs and organizational objectives.
• Analyze tender specifications, commercial terms, and technical requirements to ensure accuracy and compliance
• Lead multidisciplinary teams (technical, commercial, procurement, legal) in compiling bid documentation.
• Draft, review, and finalize proposals with clear messaging, compliance, and compelling value propositions.
• Maintain proactive communication with clients, partners, and internal stakeholders throughout the bid cycle.
• Conduct risk assessments, win/loss analysis, and continuous improvement reviews to enhance bidding effectiveness.
• Coordinate and participate in pre-bid meetings, site visits, and clarification requests.
• Ensure timely submission of bid documents, managing internal approvals and submission logistics.
• Monitor industry trends, market dynamics, and competitor activities to strengthen strategic positioning.
• Maintain and update bid libraries, templates, and knowledge bases to support efficient proposal development.
• Prepare costing sheets and documentation aligned with Etimad BOQs, handling submissions via the Etimad Portal.

Qualifications & Experience:

• Bachelor s degree in engineering, business, or a related discipline.
• 8 to10 years in bid and proposal management, specializing in construction.
• Strong understanding of tendering processes (RFIs, RFQs, RFPs).
• Familiarity with Telecom, IT, infrastructure projects, and project management principles.
• Advanced proficiency in MS Office (Word, Excel, PowerPoint).
• Experience with CRM platforms and bid management software.
• Strong attention to detail, time management, and ability to manage multiple deadlines.
• Ability to lead cross-functional teams and communicate effectively across technical and non-technical audiences.
• Excellent communication in English and Arabic (written and spoken).
