Job description

Job Purpose:

Oversee and direct the operations of the general department to ensure enforcement and application of the highest level of HSE standards within the district by developing bylaws, policies and procedures, continuously enhancing them and regular monitoring with the concerned departments and contractors; in addition to organizing training programs to raise the awareness of HSE standards and procedures.

Duties & Responsibilities:

  • Develop the General Department’s business plan in alignment with JHD’s strategy and cascaded targets and identify the appropriate projects for achieving the business plan and targets.
  • Supervise the development of operational plans, budget, and annual manpower needs for the General Department
  • Ensure development of suitable policies and procedures for the General Department and monitor their application and effectiveness
  • Oversee, supervise, and enable direct subordinates to ensure they are able to perform their assigned responsibilities
  • Oversee activities related to recruitment, training and development, performance management, succession planning, and promotions of employees within the general department
  • Align periodically with the General Department’s Organizational Units and monitor their performance against operational and strategic objectives and KPIs
  • Review emerging trends and changes in HSE regulatory requirements, and approve updates to policies and procedures
  • Ensure communication of all policies and procedures with relevant department heads and supervise training and awareness programs to employees and contractors to ensure adherence
  • Coordinate with the Monitoring Department to ensure enforcement and compliance with policies and procedures
  • Supervise the monitoring framework for HSE compliance and performance in coordination with department heads, ensuring prompt and accurate provision of needed support and collection of issues and challenges
  • Oversee the daily, weekly, and monthly Health, Safety, and Environment (HSE) reports submitted by contractors and consultants, ensuring accuracy and adherence to established protocols
  • Assure the compliance with HSE standards by conducting regular inspections as well as identify areas for improvement, ensuring a safe working environment across all JHD projects
  • Ensure that Health, Safety, and Environment (HSE) policies and procedures are regularly updated and properly executed across all organizational activities and projects
  • Supervise KPIs and metrics that measure and report on HSE and Monitoring activities
  • Review inspection reports, assess level of program compliance to HSE regulations, guidelines, and standard operating procedures, and approve corrective action plan
  • Supervise the initiatives and projects related to scope of work of the General Department and its Organizational Units and monitor their performance
  • Review and approve all reports prepared by the various General Department’s Organizational Units

Reports To:

Director General

Minimum Qualifications:

  1. Bachelor's degree in occupational health, Engineering, or other relevant specialization
  2. Preferred to have a master’s degree
  3. 15+ years of overall experience with at least 5 years in a leadership position
  4. Extensive experience in a similar scope, industry and mandate of the position

Other Requirements:

  1. Professional certifications in Project Management (e.g., PMP, Prince)
  2. Professional certification in HSE (e.g. ISO, OSHA, NEBOSH)
