About the Company

JinkoSolar, the global leading PV and ESS supplier,will construct a project with a capacity of 10GW solar cells and 10GW solar modules in Saudi Arabia.

The great significance of this project lies in the fact that the company responsible for it is not a wholly-owned enterprise of Jinko Solar, but a joint venture established together with the Saudi side. This project is invested and constructed by a joint venture jointly established by three Chinese and Saudi enterprises. These three enterprises are Jinko Solar Middle East, a wholly-owned subsidiary of Jinko Solar, Renewable Energy Localization Company (RELC), a wholly-owned subsidiary of the Saudi Public Investment Fund(PIF), and Vision Industries Company (referred to as VI for short). The total investment of the project is approximately 3.693 billion Saudi riyals (equivalent to about 985 million US dollars). The equity structure of the joint venture is as follows: Jinko Solar Middle East, RELC and VI hold 40%, 40% and 20% of the shares respectively.

The Saudi joint venture factory will be located in OXAGON, the new industrial and commercial city of NEOM in the northwest of Saudi Arabia. The park covers an area of more than 530,000 m, and the building area is about 390,000 m.

After the project is completed, about 2,300 to 2,500 people will work and live here.

Responsibilities:

  • Review MEP (Mechanical, Electrical, Plumbing, Firefighting, etc.) construction drawings, specifications, and tender documents, and prepare detailed bills of quantities (BOQ).
  • Conduct localized market research on materials, equipment, labor, and subcontracting costs.
  • Develop project budgets and tender bids, ensuring compliance with Saudi local regulations and client requirements.
  • Participate in bidding strategy formulation, analyze competitor pricing, and provide differentiated recommendations.
  • Assist the commercial team in reviewing contract terms and identifying potential cost risks.
  • Monitor deviations between actual project costs and budgets, proposing optimization measures.
  • Review subcontractor/supplier settlement documents to ensure compliance (familiarity with Saudi tax and financial procedures required).
  • Prepare final project settlement reports and coordinate with clients/consultants for audits.
  • Collaborate with design, procurement, and construction teams to ensure cost data aligns with project progress.
  • Liaise with local Saudi clients and consultants (e.g., Aramco, NEOM, and other large-scale project requirements).
  • Establish and update a localized cost database (e.g., labor rates, material prices in Saudi Arabia).

Qualifications:

  • Bachelor's degree or higher in Quantity Surveying, MEP Engineering, Construction Management, or a related field.
  • Holders of international certifications (e.g., RICS, PMI) or Saudi local certifications (e.g., Saudi Council of Engineers registration) preferred.
  • 5+ years of MEP pre-contract and post-contract experience, with at least 3 years in Middle Eastern projects (especially Saudi Arabia).
  • Familiarity with large-scale project processes in Saudi Arabia.
  • Proficiency in cost estimation software (e.g., CostX, Planswift, Primavera) and advanced Excel functions.
  • Knowledge of international standards (e.g., CSI MasterFormat) and Saudi local standards (e.g., Saudi Building Code).
  • Strong negotiation and data analysis skills.
  • Fluency in English (written and spoken); Arabic is a plus.
