HUMAN RESOURCES MANAGER

Job Summary:

Five Moon Facility Management is seeking a proactive and strategic Human Resources Manager with solid experience in the Facility Management or Construction industry. This role is critical in leading HR operations and contributing to organizational development through robust policy design, performance systems, and compliance frameworks.

Key Responsibilities:

  • Develop and implement comprehensive HR strategies aligned with business objectives and workforce planning.
  • Design and maintain HR policies, employee handbooks, and internal procedures in line with Saudi labor regulations.
  • Oversee full-cycle recruitment, onboarding, training, and staff retention strategies.
  • Design and maintain a grading system and organizational structure in line with industry benchmarks and job evaluations.
  • Lead the implementation and ongoing management of employee evaluation and appraisal systems.
  • Handle employee relations, disciplinary actions, conflict resolution, and legal compliance.
  • Ensure compliance with Saudization, GOSI, and Ministry of Labor requirements.
  • Support leadership in workforce planning, mobilization/demobilization for projects, and talent development.
  • Administer HRMS systems and ensure accurate HR data and reports for decision-making.
  • Act as the liaison with government portals (Qiwa, GOSI, Muqeem, Balady, etc.).

Requirements:

  • Bachelor's degree in Human Resources, Business Administration, or related field (Master's or CIPD/SHRM certification is an advantage).
  • 8+ years of HR management experience in Facility Management or Construction industry.
  • Proven expertise in HR policy development, grading systems, and performance management frameworks.
  • Strong understanding of Saudi labor laws, HR digital platforms, and Saudization.
  • Excellent communication and leadership skills with the ability to influence across departments.
  • Proficiency in Microsoft Office and HR systems (Oracle, SAP SuccessFactors, etc.).
  • Bilingual proficiency in Arabic and English (spoken and written).
