This position is for PaxOcean Group, a company under Kuok Group Singapore.
Tasks and Responsibilities
- Read and understand technical specifications, prepare job lists, work schedules, plan material take-offs, and manpower planning for yard staff and contractors for each project. Trigger early warnings to the commercial and production teams for potential technical or manpower challenges in repairs or projects.
- Independently carry out estimating and commercial bidding to clients.
- Understand supply chain markets and costing in Saudi Arabia for fabrication, mechanical, and electrical repairs for OSVs.
- Coordinate effectively with JV partners to support operations in the Kingdom.
- Forecast manpower loading, project loading, and material arrivals, including facilities.
- Generate, control, and monitor MRO budgets.
- Review and approve materials required as per take-offs and coordinate with the purchase department for timely delivery.
- Work with clients, commercial teams, subcontractors, and production to ensure procedures and schedules are followed to complete jobs.
- Ensure safety, discipline, and welfare of all subordinates.
- Supervise and ensure all subordinates execute ship repairs and offshore fabrication according to specifications, owner/class requirements, and timelines. Maintain quality and safety standards. Ensure trade work mark-up drawings are made and approved by the owner’s representative.
- Promote good housekeeping and safety onboard vessels and in workshops. Ensure all workers follow safe work procedures.
- Minimize material wastage and account for remaining materials at project completion.
- Prepare, review, and set up departmental documents (RA, SOP, audits) with the production team.
- Lead and manage supervisors, foremen, and subcontractors.
- Ensure optimal work processes and equipment utilization.
- Represent the department in daily production and management meetings.
- Ensure all work reports are completed by the ship in-charge, verified, and submitted to the owner’s representative before vessel handover.
- Monitor vessel daily job deployment reports to meet targets on time.
- Perform other related tasks as assigned by production managers.
- Ensure strict adherence to the Permit to Work system by all staff, including preparing and briefing on risk assessments prior to work.
- Prepare tools, equipment, transportation, materials, and manpower; control man-hours for all jobs.
- Raise work orders for subcontractors immediately after job confirmation.
- Align business objectives with management and employees within the designated functions.
Qualifications and Experience
- Degree or higher in Naval or Marine Engineering or equivalent.
- Minimum of 8 years of experience in the related industry/environment.
- Ability to read and interpret repair and project specifications, technical drawings.
- Ability to generate plans for tools, equipment, material take-offs, and prepare project schedules with manpower forecasts.
- Ability to read and understand ship structural drawings, mechanical systems, and classification requirements.
- Willing to work overseas and irregular hours for critical and hazardous activities.
- Ability to motivate and provide ideas to subordinates.
- Ability to identify potential problems and implement corrective actions to prevent project delays.
- Leadership qualities to motivate and invigorate staff.
- Experience in offshore projects, vessel conversions, repairs, including material take-offs and project management.
- Familiarity with Saudi Maritime and international rules and regulations.
