Job description

To lead and oversee the development, implementation, and optimization of the enterprise data management framework and technology stack in order to ensure the successful execution of data management and governance compliance workflows while fostering collaboration across departments to implement best data management practices within the set KPIs, agreed budgets, and adopted policies and procedures.

Key Activities

Operational Management

• Lead, mentor, and develop a team of data management specialists
• Provide clear direction, prioritize tasks, assign and delegate responsibility and monitor the workflow for the data management team
• Conduct regular performance reviews and provide coaching to team members
• Identify skill gaps and organize training programs to enhance team capabilities
• Provide recurring productivity reports on department progress and projects pipeline.

Project Management

• Complete end to end management of a PMO office established for realizing Saudi government data management regulations across the enterprise.
• Orchestrate the implementation of data management regulations projects across the organization
• Develop and manage project plans, timelines, and budgets for data management initiatives
• Coordinate with cross-functional departments to ensure timely delivery of data management projects
• Monitor project progress, identify risks, and implement mitigation strategies
• Report on project status, outcomes, and ROI to senior leadership
• Define and track KPIs and metrics to measure the effectiveness of data management initiatives.
• Generate regular reports and manage communication on assigned actions areas with senior leadership

Budget management

• Develop and manage budget and supporting business cases for the data management section
• Allocate resources (people, tools, and infrastructure) to support data management initiatives
• Develop and negotiate contracts with vendors and service providers to optimize costs and service quality

Data Management Stack Development and Operations

• Design, implement, and maintain the enterprise data management technology stack
• Collaborate with data platform engineering, information technology and system engineering units to integrate new modules and workflows into the enterprise data management stack
• Troubleshoot and resolve data management technical issues in collaboration with information technology and engineering units.
• Generate regular reports on data management, governance, and compliance metrics
• Oversee the provisioning and management of data assets on the enterprise data platforms.
• Provision and management of enterprise data platform data assets and their accessibility policies
• Management and maintenance of data assets registrations.
• Identify and mitigate risks associated with data management operations, including system failures, data breaches, and compliance gaps
• Manage access hierarchy groups and approval requests in collaboration with data domain stewards
• accountable for quality assurance and control (QA/QC) for enterprise data platform data assets.

Data regulation implementation

• Support in the development of the strategic direction for the enterprise data management technology stack, ensuring alignment with organizational goals and compliance requirements (e.g., SDAIA NDMO).
• Oversee the design, implementation, and maintenance of the data management stack
• Develop initiatives and roadmaps for the enterprise data management domain improvement.
• Act as the primary liaison between the data management team and other engineering units for technical workflows related to the assigned domain.
• Define and enforce data management related rules, KPIs, and metrics in collaboration with stakeholders
• Oversee the development of automated data contracts and policy stores to ensure enforcement of data governance and accessibility policies
• Collaborate with security and compliance teams to implement data access controls and audit mechanisms
• Establish and enforce QA/QC processes for enterprise data platform assets
• Steer the implementation of Saudi government data regulations and controls across all data management and governance domains in the organization (SDAIA, NDMO, NCA)
• Stay updated on evolving data regulations and ensure organizational data management practices remain compliant.

Data Stewardship and Tooling

• Support in realization of enterprise data stewardship accountabilities and processes across the organization data domains
• Collaborate with stakeholders to identify and prioritize data management enhancement, regulative and corrective actions.
• Supervise organizational efforts to train and support users on data management stack in the enterprise data platforms.

Stakeholder Collaboration and Education

• Generate and present regular reports on data management operations, governance, and compliance to senior leadership.
• Facilitate collaboration with data domain stewards and business units to align data management practices with organizational needs
• Educate stakeholders on data management best practices, policies, and procedures.
• Conduct workshops and training sessions to promote data management literacy across the organization.
• Collaborate with stakeholders to develop and document data management workflows, frameworks and planning interfaces.
• Build strong relationships with external partners, vendors, and regulatory bodies

Data Architecture and Master Data Management

• Support in the development of the strategic plans for the enterprise data and related technology architecture
• Evaluate and recommend new data architecture frameworks and technologies to support business needs and digital transformation initiatives.
• Ensure data architecture practices comply with Saudi government data management standards.
• Establish governance frameworks to monitor and enforce adherence to data architecture and MDM policies
• Collaborate with engineering and IT teams to implement improvements and resolve architectural bottlenecks.
• Ensure the data architecture supports current and future business needs

Policies, Processes and Procedures

• Support in monitoring day-to-day activities to ensure compliance with stipulated policies and procedures
• Contribute to the identification of opportunities for continuous improvement of systems and processes taking into account leading practices, changes in business environment, cost reduction and productivity improvement

People Management

• Actively participate in on-the-job training, mentoring and coaching of subordinates

Qualifications for Internal Candidates

Knowledge and Experience

• Minimum 6 years of experience in data management or data governance.

Desirable:

Preferably working in data management or data governance offices in technology or engineering organizations in programs related to realizing Saudi NDMO and NCA data controls.

• Referenced hands-on experience: team lead or unit manager/supervisor managing the operations and services of a data management or data governance team in a technology or engineering organization. And manage stakeholder engagements and people relationships.
• Experience in budget management, resource allocation, and vendor negotiations.
• Familiarity or Ability to work with task management tools (JIRA, Microsoft Azure DevOPS boards), and Azure data governance and management tools (e.g., Azure Purview), Microsoft power platform administration and configuration workflows and shell scripting for automating data workflows, SQL, T-SQL.
• Demonstrated knowledge and understanding of Knowledge of Saudi Arabian data governance frameworks and regulations

Education and Certifications

• Bachelor’s degree in Computer Science, Information Systems, Data Science, or similar fields
• Data management and governance certifications are a plus (e.g. DAMA, Certified Data Management Professional (CDMP), Cloudera Certified Professional (CCP), Microsoft certification...etc.)
• Certification in project management is a plus
