General Description of Role and Responsibilities:
- Oversee the construction of projects, working with contractors and supervision consultants to ensure adherence to contract plans and specifications.
- Provide technical support to the site team.
- Ensure construction complies with all applicable building codes, standards, and regulations.
- Offer expert advice, resolve technical issues, and consult with clients, government agencies, and stakeholders.
- Review shop drawings and material submissions.
- Enforce safety protocols.
- Provide quality assurance oversight.
- Stay informed of relevant quality, environmental, safety, and occupational health policies, manuals, and procedures within Hill International, ensuring ongoing compliance.
- Perform other duties as assigned by the line manager/supervisor.
Qualifications, Experience, Knowledge, and Skills:
- Bachelor's degree in Civil/Structural Engineering or related field from a recognized university.
- Fluency in English and Arabic.
- Minimum of 13+ years of experience in civil works and infrastructure within large-scale mega projects, including overall responsibility for civil engineering roles.
- Proficiency with design techniques and software tools such as CAD and BIM.
- Understanding of construction materials and methods to ensure safety and durability.
- Ability to solve complex problems creatively and analytically, including data analysis and developing solutions.
- Effective communication skills for interacting with stakeholders, writing reports, and presenting technical concepts clearly.
- Experience working collaboratively with engineers, technicians, and contractors, resolving disputes, and exchanging ideas.
- Successful implementation of at least two similar projects.
- Ability to prepare technical reports, material evaluation reports, and specifications in English.
- Knowledge of systems, calculations, equipment, methods, materials, and computer applications relevant to the field.
- Understanding of industry standards, design guidelines, and regulations.
- Competence in reviewing shop drawings and pre-construction designs.
- Familiarity with 3D civil engineering software and survey techniques.
- Knowledge of structural design analysis, relevant rules, standards, and geotechnical techniques.
- Basic understanding of concrete and iron as construction materials.
