Position Objective:
The RFP and Tender SME is responsible for managing and overseeing the end-to-end Request for Proposal (RFP) and tendering process to support the client's strategic procurement initiatives. The role ensures that all tenders are developed, evaluated, and awarded in compliance with regulatory standards, internal policies, and industry best practices.
Job Description & Responsibilities:
- Lead the preparation, development, and issuance of RFPs, RFQs, and tender documents for power procurement, infrastructure, and service-related projects.
- Collaborate with legal, technical, finance, and commercial teams to ensure all tender documentation is comprehensive, accurate, and aligned with project objectives.
- Manage the tendering lifecycle, including prequalification, bidding, evaluation, clarifications, and award processes.
- Design and implement standardized templates, procedures, and evaluation criteria to ensure transparency, consistency, and fairness.
- Evaluate technical and commercial submissions, ensuring compliance with tender requirements and recommending award decisions.
- Monitor timelines, ensure adherence to procurement schedules, and address delays or bottlenecks proactively.
- Facilitate bidder meetings, site visits, and clarification sessions, ensuring effective communication with potential suppliers or partners.
- Maintain a repository of tender-related documents and a database of qualified vendors and contractors.
- Ensure compliance with the client's procurement policies, applicable laws, and regulatory frameworks (e.g., SEC, ECRA).
- Provide guidance and training to internal teams on tendering processes, market practices, and regulatory requirements.
Qualifications & Experience:
- Bachelor's degree in Engineering, Business Administration, Supply Chain Management, or a related field.
- 7+ years of experience in RFP and tendering processes, preferably in the energy, utilities, or public sector.
- Strong knowledge of procurement laws, regulatory frameworks, and public tendering procedures in Saudi Arabia.
- Experience with large-scale infrastructure or power sector tenders is highly desirable.
- Familiarity with contract law, commercial terms, and risk allocation principles.
- Strong analytical, negotiation, and documentation skills.
- Proficient in Microsoft Office Suite and procurement/tender management systems.
- Excellent verbal and written communication skills in English; Arabic is an advantage.
- Professional certification in procurement or supply chain (e.g., CIPS, CPSM) is a plus.
