Overview

We are seeking a Refinery, Petrochemicals Supply Chain and Logistics Specialist to join the LTC Program Development.

As a recognized company expert in the chemical business, IK Liquids to Chemicals Development Admin Area is developing the production, shipping and supply of refined products, chemical liquids and chemical solids (polymers).

Your primary role will be responsible to develop and implement a comprehensive supply chain strategy for one or more integrated refinery and petrochemical complexes.

Key Responsibilities

As the successful candidate you will be required to perform the following:

1. Review plans/deliverables for new integrated refinery and petrochemical projects to ensure that they comply with Company Standards and Regulations as well as industry codes related to supply chain management and logistics.


2. Participate in prefeasibility/feasibility studies as well as pre-FEED/FEED (Front-End Engineering Design) phases for refinery and petrochemical projects. Participating in Engineering, Procurement and Construction (EPC) studies for refinery and petrochemical projects.


3. Develop, review, and analyze engineering documents related to supply chain and logistics for refineries and petrochemical complexes such as, but not limited to, marine terminals, jetties, berths, polymer logistics hubs, liquids and solids handling centers, in-bound and out-bound pipelines to and from the facilities, rail systems to transport polymer products to the marine, trucking, products handling in terms of intermediate storage tanks, warehouses, packaging, etc.


4. Develop and negotiate 3rd party Memorandum of Understanding (MOU) agreements, supply agreements, joint development agreements, definitive agreements, and other commercial aspects for supply chain systems (e.g., sourcing of raw materials/chemicals, multi-logistics hub, centralized storage tanks, etc.)


5. Participate in market studies to understand market supply and demand for targeted projects produced from the facilities.


6. Collect and interpret analytical and performance data to determine supply chain KPIs.


7. Lead and implement Work Processes, Integrated Management Systems: Olympus Dictation Management System (ODMS), 3rd Party Logistics Contract Administration, and Operations improvement programs.


8. Identify, assess and optimize the material flow and risk trade-offs across the supply chain at a tactical or strategic level (inventory, purchasing costs, production costs, logistics costs, product quality, asset utilization, productivity and customer service).


9. Lead development of supply chain strategy, including customer/product mix analysis, customer/product segmentation, channels-to-market, capital investment, and sourcing decisions.


10. Test supply chain design scenarios, process variability and trade-offs through simulation modelling techniques.


11. Develop timelines, track, and drive 3rd party contractors towards successful completion of projects.

Minimum Requirements

1. As the successful candidate you must hold a Bachelor’s degree in Supply Chain or Engineering discipline from a recognized and approved program. An advanced degree is preferred.


2. 15 years’ experience in the refining and petrochemical industry.

1. Knowledge in refining and petrochemical processes and their associated supply chain systems, infrastructure, utilities and services.


2. Strong knowledge on supply chain operation and management in refineries and petrochemical complexes such as, but not limited to, marine terminals, jetties, berths, polymer logistics hubs, liquids and solids handling centers, in-bound and out-bound pipelines to and from the facilities, rail systems to transport products to the marine, trucking, products handling in terms of intermediate storage tanks, warehouses, packaging and others.


3. Experience in participating in prefeasibility/feasibility studies as well as pre-FEED/FEEDs (Front-End Engineering Design) phases for refinery and petrochemical projects. Experience in participating in EPC studies for refinery and petrochemical projects.


4. Experience in commercial negotiations and projects development for 3rd party business models projects such as Build/Own/Operate (BOO), Build/Own/Operate/Transfer (BOOT), etc.


5. Have knowledge on the market supply and demand of major refined products and petrochemical products and their target destination abroad and final uses and applications.
