Job Purpose:
Supervises the operations of the section to ensure the effective implementation, integration, and optimization of digital solutions that support the program’s operational and strategic objectives. Oversees the management of enterprise systems, access controls, and digital platforms to maintain security, ensure compliance, and drive digital transformation while minimizing risks and disruptions.
Duties & Responsibilities:
- Develop the section’s operational plans in alignment with the Department’s operations plan and cascaded targets and identify the budget, annual manpower needs, and projects that are required to achieve these plans.
- Develop suitable policies and procedures for the section and periodically monitor their application and effectiveness.
- Oversee, supervise, and enable direct subordinates to ensure they are able to perform their assigned responsibilities.
- Oversee activities related to recruitment, training and development, performance management, succession planning, and promotions of employees within the section.
- Align periodically with the section’s team and monitor their performance against operational and strategic objectives and KPIs.
- Develop and implement the program’s digital solutions strategy, aligning with strategic objectives and digital transformation priorities.
- Design, implement, and maintain enterprise applications and digital platforms to support the program’s operational and strategic needs.
- Manage the full lifecycle of digital systems, including requirement analysis, design, testing, deployment, and support.
- Ensure system interoperability and integration across departments to enhance data consistency, process automation, and user experience.
- Oversee user access control and system permissions, ensuring security, compliance, and data confidentiality.
- Monitor performance, availability, and reliability of digital systems and take proactive measures to address issues and ensure business continuity.
- Define and enforce system configuration management and change control processes to preserve system integrity.
- Plan and manage system upgrades, enhancements, and migrations while minimizing service disruption.
- Ensure digital systems and platforms comply with cybersecurity standards, data protection regulations, and internal policies.
- Conduct evaluations and feasibility studies of emerging technologies and propose relevant innovations to enhance service delivery.
- Coordinate with internal stakeholders and external vendors to define digital solution requirements and manage implementation contracts and deliverables.
- Prepare technical documentation, user manuals, and training materials to support users and build digital capabilities.
- Manage the initiatives and projects related to the section and monitor their progress and performance.
- Develop periodic reports to the Department Director on performance and achievements against the operational plan and KPIs.
Qualifications:
- Bachelor's degree in Information Technology, Computer Science, or other relevant specialization.
- Minimum 8 Years of related experience.
