ROLE OVERVIEW
The Deputy Harbour Master plays a key role in the management and oversight of daily marine operations and assisting the planning and preparedness for future marine operations. The role also is responsible for delivering longer term sustainable and world-leading innovative outcomes for the Port and its stakeholders. Specifically, the Deputy Harbour Master will be responsible for the efficient running of the VTS and Pilotage services, and will contribute to all other departmental requirements.
KEY ACCOUNTABILITIES & RESPONSIBILITIES
- Contributes to the ongoing development and achievement of Port of Neom’s strategic goals, including the development of a high-performance culture.
- Develop and oversee systems that ensure Port of Neom complies with all applicable codes, as well as its legal and statutory requirements
- Comply with and demonstrate a positive commitment to organisational processes and ISO Management Systems including Quality, Environment, Safety and Information Security.
- Assume delegated authority as Harbour Master for defined durations subject to operational requirements.
- Develop, manage, review and maintain marine emergency response capability, plans, procedures and business continuity arrangements
- Manage the operational and legislative interface with critical port service providers such as vessel Masters, pilots, towage and port terminal operations
- Develop systems and processes that ensure safe, secure and efficient marine operations within the port (e.g. vessel traffic management, vessel scheduling, dynamic under keel clearance)
- Ensure that the Port’s Vessel Traffic Service continuously delivers an effective, efficient and professional service
- Ensure that the Pilotage service continuously delivers an effective, efficient and professional service
- Maintain relationships / liaison with port terminal operations, shipping agents, pilots, towage providers and other port service providers to ensure safe and efficient operations within the port
- Proactively address hazards and support and lead accident / incident response and investigations ensuring an integrated safety management system is developed, anchored and drilled in accordance with wider Port of Neom management systems and policies
- Provide professional and timely marine operation advice to the Director of Marine Services, Executive and port stakeholders
- Develop and maintain relationships with key external government agencies in conjunction with Maritime and Government Affairs
- Facilitate effective communications and relationships with port stakeholders in relation to marine operations matters
- Represent Port of Neom Management at relevant forums and meetings

EXPERIENCE & QUALIFICATIONS
Knowledge, Skills and Experience
- 7+ years of extensive and prior experience as an Assistant or Deputy Harbour Master in port operations and project management
- Excellent interpersonal skills with the ability to manage and build productive relationships with fellow employees and stakeholders
- Demonstrated experience and success in managing complex marine operations
- Knowledge and experience in managing key marine operational aspects including pilotage, towage, VTS and Port Security.
- Expert Knowledge of VTS systems and the management of a Port Safety Management system would be advantageous.
- Sound understanding of the principles of port conservancy including dredging operations, hydrographic surveying and use of navigation aids
- Sound computing and analytical skills
- A valid Driver’s License and ability to convert it to KSA is a prerequisite for the position
Qualifications
- STCW II/2 Master Certificate of Competency (Class 1). Applicants with extensive port management experience will also be considered
- Formal Harbour Master or Management qualifications and/or relevant post graduate qualifications in logistics or similar
- Auditor and/or investigations qualifications
