Job description
Deputy Chief Executive Officer (Deputy CEO / D CEO)

Company Overview: A leading Saudi contracting company specialized in large-scale infrastructure projects (water networks, water transmission, desalination, sewage networks, lifting stations, treatment plants, and related mega projects) is seeking to appoint an experienced Deputy CEO to support and lead the company’s overall operations, strategic growth, and expansion in Saudi Arabia and the GCC region.

Key Requirements
  • University degree in Engineering, Business Administration, Finance, or any related field from a recognized university.
  • Minimum 25 years of total experience in construction, infrastructure, or related sectors.
  • At least 10 years of experience in Saudi Arabia in mega infrastructure projects, with strong exposure to:
    • Water transmission and distribution projects.
    • Desalination and associated facilities.
    • Sewage networks and pipelines.
    • Pumping / lifting stations and treatment plants.
  • Proven experience in managing large companies or major business units within the construction / infrastructure industry.
  • In-depth, practical knowledge of all key departments in Saudi contracting companies, including (but not limited to):
    • Projects / Operations
    • Tendering & Estimation
    • Technical / Engineering (interface and oversight, even if not an engineer)
    • Finance & Accounting
    • HR & Administration
    • Procurement & Supply Chain
    • Equipment, Workshops & Asset Management
    • Contracts, Commercial & Claims
  • Strong awareness of GCC markets, especially:
    • Market dynamics and competition in the Gulf region.
    • Government and semi-government clients and their procedures.
    • Regulatory and contractual frameworks for infrastructure and PPP projects.
  • Proven strategic and business leadership capabilities, including:
    • Developing and implementing medium and long-term business plans.
    • Enhancing profitability, cash flow, and operational efficiency.
    • Leading organizational restructuring, governance improvements, and process optimization when required.
  • Solid track record in managing senior leadership teams and dealing directly with Boards, shareholders, and key clients.
  • Excellent communication, negotiation, and representation skills.
  • Fluent in English (spoken and written); Arabic is a strong advantage.
Main Responsibilities
  • Support the CEO in leading, managing, and directing the overall operations of the company.
  • Translate the company’s vision and strategy into clear business plans, KPIs, and targets across all departments.
  • Oversee and coordinate the performance of key functions:
    • Projects & Operations
    • Tendering & Business Development
    • Finance, HR, Procurement, Equipment, and Support Services
  • Drive the company’s growth and expansion in Saudi Arabia and across the GCC, particularly in the water and infrastructure sectors.
  • Review and monitor the performance of ongoing projects, ensuring adherence to time, cost, quality, safety, and contractual obligations.
  • Work closely with the CEO and Board on:
    • Annual budgets and business plans.
    • Cash flow and financial performance.
    • Risk management and mitigation plans.
    • Strengthen corporate governance, internal controls, and reporting systems.
  • Lead high‑level negotiations with clients, partners, banks, and major suppliers when required.
  • Represent the company in strategic meetings, conferences, and industry events to enhance its market position and reputation.
