Key Accountability Areas

Key Activities

Data Management Stack Development and Operations

• Design, implement, and maintain the enterprise data management technology stack
• Collaborate with data platform engineering, information technology and system engineering units to integrate new modules and workflows into the enterprise data management stack
• Troubleshoot and resolve data management technical issues in collaboration with information technology and engineering units.
• Generate regular reports on data management, governance, and compliance metrics
• Provision and management of enterprise data platform data assets and their accessibility policies
• Maintain and update of data assets registrations.
• Manage access hierarchy groups and approval requests in collaboration with data domain stewards
• accountable for quality assurance and control (QA/QC) for enterprise data platform data assets.

Data regulation implementation

• Develop and execute data monitoring and enhancement workflows
• Define and enforce data management related rules, KPIs, and metrics in collaboration with stakeholders
• Conduct root cause analysis for data management issues and implement corrective actions independently and in collaboration with business and technology stakeholders
• Develop and manage automated data contracts and policy stores to enforce data governance policies
• Collaborate with security and compliance teams to implement data access controls and audit mechanisms
• Steer the implementation of Saudi government data regulations and controls across all data management and governance domains in the organization (SDAIA, NDMO, NCA)
• Stay updated on evolving data regulations and ensure organizational data management practices remain compliant.

Metadata, Lineage, and Catalog Management

• Maintain and document metadata, data lineage, and data dictionaries
• Develop and maintain a centralized data catalog
• Implement tools and processes to automate metadata collection and lineage tracking.
• Ensure metadata management practices comply with Saudi government requirements.

Data Stewardship and Tooling

• Support and coordinate data stewardship activities across the organization, including data management assignments and accountability.
• Collaborate with stakeholders to identify and prioritize data management enhancement, regulative and corrective actions.
• Train and support users on data management stack in the enterprise data platforms.
• Monitor and document key enterprise analytics and data use cases

Stakeholder Collaboration and Education

• Work closely with business units, engineering, and security units to define and implement data access controls and tracing logs.
• Educate stakeholders on data management best practices, policies, and procedures.
• Conduct workshops and training sessions to promote data management literacy across the organization.
• Provide insights and recommendations to leadership based on data management performance
• Collaborate with stakeholders to develop and document data management workflows, frameworks and planning interfaces.

Data Architecture and Master Data Management

• Collaborate with data and system architects to design and implement enterprise data models and master data management (MDM) solutions.
• Develop and enforce policies for master data creation, maintenance, and usage.
• Monitor and optimize data architecture for performance and scalability.
• Ensure data architecture practices and implementations aligns with Saudi government data management and governance standards for data integration and interoperability.

Policies, Processes and Procedures

• Conduct day-to-day activities while ensuring compliance to policies and procedures
• Contribute to the identification of opportunities for continuous improvement of systems, processes taking into account leading practices, changes in business environment, cost reduction and productivity improvement

Qualifications for Internal Candidates

Knowledge and Experience

• Minimum 6 years’ experience in data management roles particularly working in data management or data governance offices in technology or engineering organizations in programs related to realizing Saudi NDMO and NCA data controls.

Desirable:

• Familiarity or Ability to work with task management tools (JIRA, Microsoft Azure DevOPS boards), and Azure data governance and management tools (e.g., Azure Purview), and Microsoft power platform administration and configuration workflows, and shell scripting for automating data workflows, SQL, T-SQL
• Practical exposure to the following distributed storage systems: HDFS, HBase, Apache Ozone, APACHE SOLR.
• Ability to manage stakeholder engagements and people relationships is mandatory.
• Demonstrated knowledge and understanding of Knowledge of Saudi Arabian data governance frameworks and regulations.

Education and Certifications

• Bachelor’s degree in Computer Science, Information Systems, Data Science, or similar fields
• Equivalent vocational experience if no Diploma or Bachelor is attained
• Data management and governance certifications are a plus (e.g. DAMA, Certified Data Management Professional (CDMP), Cloudera Certified Professional (CCP), Microsoft certification...etc.)
