The Data Architect will own the data and metadata architecture for a data management office activation programme at a government entity in Riyadh, covering the technical solution design, the infrastructure and capacity sizing for an on-premises deployment, the target metadata architecture and model, and the data entity and lineage design across the entity's systems.

Key Responsibilities

• Solution Architecture. Own the comprehensive technical solution document, produced jointly with the client's information technology and cybersecurity functions, defining the architecture components and their integration with the entity's data sources, and building the technical solution to recognized standards.
• Infrastructure Sizing and Capacity Design. Study, estimate and analyze the computing and storage required to operate the platform, covering servers, processors, memory and storage capacity including projected growth over the delivery period. Specify hardware fully compatible with the client's private cloud, which runs Cisco UCS and NetApp storage. Inventory every licence needed to run the solution inside the client environment and give technical recommendations on scalability, sustainability and operational efficiency.
• Metadata Architecture and Modelling. Design and document the metadata management architecture and framework in line with best practice. Design and develop the target metadata structure covering metadata sources, the central repository, metadata flows and the metadata model. Establish and activate the central metadata repository inside the platform, and build the metadata model that defines data assets, ownership, usage, location and relationships.
• Data Modelling and Lineage. Produce the entity relationship diagrams that document the data entities across the client's systems and how they relate to one another. Design and document metadata flows and data lineage, linking them back to source systems and reflecting them inside the data governance solution.
• Current and Target State Architecture. Analyze the existing data and metadata architecture within the enterprise architecture, and define and document the target data architecture aligned to the client's needs and to the National Data Management Office standards for the Data Architecture and Modelling domain.
• Technical Advisory and Knowledge Transfer. Work alongside the data management, data quality and data governance specialists on the engagement, advise the client's technical and operational departments, and transfer the architecture knowledge to client staff so the design remains maintainable in house after the engagement ends.

Requirements and Qualifications

• Nationality, Residency and Language. Saudi National preferred. Candidates must hold valid residency permitting full-time on-site employment in the Kingdom. Working fluency in Arabic and English is required, as all project deliverables are produced in both languages.
• Location Commitment. Based full-time on site in Riyadh, five days a week Sunday to Thursday, for the first three months of the implementation phase, and thereafter on call as required across the remainder of the programme. Remote working is not available for this role.
• Experience. A minimum of 3 years in data architecture. Candidates must have delivered at least 5 data architecture projects and must be able to name them, as this is an explicit tender requirement evidenced through the submitted CV.
• Education. Bachelor's degree in information technology or a closely related discipline.
• Certification. A globally recognized professional certification in data management. The DAMA Certified Data Management Professional (CDMP) is the preferred credential and the certificate number must be available for verification.
• Technical Skills. Hands-on experience with enterprise data management and data governance platforms, with Informatica strongly preferred, specifically Axon, Enterprise Data Catalog and Data Quality. Proven capability in designing and building data structures and technical architectures, metadata modelling, data lineage, entity relationship modelling, and capacity sizing for on-premises deployments.
• Sector Expertise (desired). Prior delivery inside Saudi government entities, and working familiarity with the National Data Management Office Data Management and Personal Data Protection Standards, the National Data Index and the Personal Data Protection Law, is a significant advantage.
