Role Summary

Compass Project Consulting is seeking a competent and detail-oriented Cost Manager to support a major real estate development program in Al Khobar. You should have a strong background in pre-contract cost planning, estimation, and procurement, along with working knowledge of post-contract cost control and commercial administration. The ideal candidate will support the successful delivery of high-value construction projects across multiple sectors.

Key Responsibilities

Pre-Contract Duties (Primary):

  • Prepare detailed cost estimates at various design stages (concept, schematic, detailed).
  • Develop and manage elemental cost plans and Bill of Quantities (BoQ).
  • Review and provide input on tender documentation, scope of works, and pricing schedules.
  • Advise on procurement strategy and participate in the preparation of RFPs and tender evaluations.
  • Lead or support value engineering workshops and recommend cost-efficient design options.
  • Conduct risk and opportunity analysis during early-stage project planning.
  • Coordinate with design consultants and project teams to validate cost accuracy and scope alignment.

Post-Contract Familiarity (Secondary):

  • Support cost reporting, variations, and commercial administration during the construction phase.
  • Review and validate interim valuations, payment applications, and change orders.
  • Assist with project close-out including final account settlement and cost reconciliation.
  • Liaise with site QS and contract administration teams as needed to ensure commercial compliance.

Candidate Requirements

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, or related field.
  • RICS/MRICS accreditation is highly preferred or working toward it.
  • Excellent communication and reporting skills in English (verbal and written).
  • Minimum 8–12 years of experience, with strong pre-contract exposure.
  • At least 2–3 years of post-contract exposure (supporting or assisting).
  • Experience with consultancy-side roles is preferred.
  • Experience in sectors such as fit-out, hospitality, mixed-use developments, or infrastructure.

Skills:

  • Strong knowledge of FIDIC, JCT, or local contract forms.
  • Excellent knowledge in CostX
  • Ability to manage multiple pre-con projects simultaneously under tight deadlines.
