As a Cost Estimation Engineer, you will be responsible for preparing accurate cost estimates for construction and development projects, covering civil, structural, MEP, and finishing works. You will coordinate with engineering, procurement, and finance teams to ensure that estimates reflect real-time market conditions, identify cost-saving opportunities, and support project budgeting, bidding, and financial decision-making processes.
In this role you will:
- Prepare feasibility reports for proposed projects.
- Prepare detailed cost estimates based on drawings, BOQs, and specifications for all stages of the project lifecycle (concept, schematic, design development, IFC).
- Analyse drawings and documents to prepare quantity take-offs and item-wise cost breakdowns.
- Validate subcontractor and supplier quotations, analyse rates, and prepare cost comparisons.
- Maintain and update a unit rate database using historical data and market research.
- Assist in the preparation of tender documents, budget proposals, and cost reports.
- Coordinate with design, procurement, contracts, and finance teams to ensure alignment of cost estimates with technical and commercial aspects.
- Perform detailed quantity takeoffs for all construction disciplines, including civil, structural, MEP, and finishing works.
- Participate in value engineering and cost optimisation reviews.
- Monitor actual project costs vs. estimates and investigate variances.
- Provide support in contractual pricing, project cash flow forecasting, and risk assessments.
- Attend internal and external project meetings and provide input on cost matters.
- Verify contractor bills and certify Interim Payment Certificates (IPCs).
- Coordinate and report regularly to head office staff on cost-related matters.
- Carry out detailed market analysis and prepare comparative analysis on the cost of different construction models and the area-wise impact on construction.
- Bachelor's Degree in Civil Engineering, Quantity Surveying, or related field (required).
- Certification in cost engineering (e.g., CCP by AACE) is an advantage.
- Minimum 5 years of experience in cost estimation, preferably in large-scale construction or real estate development projects in the Middle East.
- Prior experience with both pre-contract and post-contract cost control activities.
- Excellent knowledge of construction methods, materials, and market pricing.
- Strong understanding of cost estimation standards, tendering processes, and BOQ preparation.
- Familiarity with the Saudi construction market and suppliers.
- Working knowledge of international construction cost databases and benchmarks.
- Proficiency in cost estimation software (e.g., Candy, CostX, Planswift).
- Strong command of MS Excel and ERP systems.
- Analytical and quantitative skills with high attention to detail.
- Effective communication and coordination skills.
- Ability to read and interpret construction drawings and specifications.
