Job Summary:
- We are seeking a highly experienced and detail-oriented Cost Control Engineer to support the planning, development, and monitoring of project cost estimates and control processes.
- The ideal candidate will have a strong background in cost engineering and a deep understanding of estimating methodologies, cost data analysis, benchmarking, and productivity evaluations for large-scale engineering and construction projects.
Key Responsibilities:
- Interpret engineering documents (e.g., drawings, specifications, material take-offs) for accurate quantification and cost analysis.
- Define project scope from a cost estimation perspective, ensuring clear alignment with technical and contractual requirements.
- Develop and apply Work Breakdown Structures (WBS), Cost Breakdown Structures (CBS), and resource codes for effective cost tracking and reporting.
- Obtain and utilize cost data from historical records, vendor quotations, and industry benchmarks.
- Conduct data analysis and cost benchmarking to validate and improve cost estimates.
- Analyze labor productivity factors and apply adjustments to reflect actual performance versus plan.
- Perform cost normalization for inflation, material specifications (e.g., metallurgy), geographic location, and other influencing factors.
- Apply general cost factors, ratios, and parametric methods for preliminary and conceptual estimating.
- Prepare and review equipment-factored and capacity-factored cost estimates.
- Work collaboratively with planning, engineering, procurement, and construction teams to ensure accurate and timely cost control across all project phases.
- Support cost reporting, forecasting, variance analysis, and change management processes.
Qualifications and Experience:
- Bachelors degree in engineering, Construction Management, Quantity Surveying, or a related field.
- Minimum 10 years of experience in cost control and estimation in engineering, procurement, and construction (EPC) projects.
- Strong understanding of cost estimating methodologies and cost management processes.
- Proficient in cost engineering software/tools such as Primavera (P6), SAP, AACE tools, or similar.
- Experience in the use of databases, spreadsheets, and other tools for cost data analysis and reporting.
Preferred Skills:
- Professional certification such as CCP (Certified Cost Professional) from AACE International is an advantage.
- Experience in Oil & Gas, Petrochemical, Power, or Infrastructure projects.
- Strong analytical, organizational, and communication skills.
- Ability to work independently and manage multiple tasks simultaneously in a fast-paced environment.
