General Description of Role and Responsibilities:

  • Develop and get ratified the department operating structure, processes, and procedures based on PMM standards.
  • Ensure functional compliance for awarded contracts in areas such as:
  • Performance, Guarantees, Invoicing and Payment, Change Management, Claims, Preliminary and Final Handover, Defects and Warranty, Close-out.
  • Maintain responsibility for contract administrators assigned to Clusters and Business units.
  • Assess the capabilities of clients' existing contract staff and recommend roles and responsibilities.
  • Prepare the Contracts Management Section knowledge transfer program, including comprehensive on-the-job learning.
  • Review change requests and claims, and recommend approvals.
  • Support other departments with contract formation and management services, including templates for various contracts.
  • Maintain the client's approved contractors, consultants, and suppliers list.
  • Assist the client in reviewing the commercial aspects of bid packages.
  • Monitor adherence to government and client contractual and procurement regulations.
  • Ensure proper implementation of project close-out processes according to PMM.
  • Review project suspension and withdrawal requests and recommend approvals.

Qualifications, Experience, Knowledge, and Skills:

  • Bachelor's Degree in Engineering from an accredited university.
  • Minimum 20 years of experience in contracts management on large-scale projects.
  • Experience with Saudi Arabia procurement law.
  • Experience managing workload distribution, work execution, personnel, and (sub)contracts, including pre-qualification, bid management, performance monitoring, claims, and disputes.
  • Technical and administrative knowledge of engineering/construction industry contracting practices, regulations, policies, and procedures.
  • Proven experience in pricing, contract law, drafting, negotiation, and effective communication.
  • Thorough knowledge of prime and subcontract management, execution procedures, and documentation for multi-discipline construction projects.
  • Excellent communication skills in both Arabic and English.
  • Preferably experienced working in KSA.
