Job Description:

Parsons is looking for an talented Contract Administrator to join our team! In this role, you will review and prepare contractual terms and conditions to ensure compliance with procurement requirements, conduct fee negotiations, and draft and revise policies and operating guidelines as necessary.

What You'll Be Doing:

  • Carry out pre-award activities including pre-award schedules, participate in pre-award meetings, evaluation, and negotiation processes.
  • Prepare legal and contractual documents such as Requests for Proposal (RFP) and other necessary legal or contractual packages.
  • Perform all contracting and administrative tasks.
  • Review Contract Administration Work for correctness and compliance with policies and procedures.
  • Ensure the application of all applicable procedures.
  • Review submittals to the JCPDI to ensure policy and procedural compliance, and coordinate with the Contracting Section.
  • Advise the appropriate Manager on contractual matters at the project level, including strategy, conduct, and recording of pre-award negotiations.
  • Recommend changes to contract policies and procedures to improve efficiency and advise managers accordingly.
  • Prepare Notices of Awards, Notices to Proceed, and Post-Award Meetings.
  • Perform other duties as assigned by the Section Manager or Director of the Contract Department.

What Required Skills You'll Bring:

  • Bachelor's Degree in Supply Chain Management, Business Administration, Industrial Engineering, or related fields from an accredited university.
  • Minimum of 3 years of experience in pre-award contract administration, procurement, including public works, operation & maintenance, consulting studies, design, and large infrastructure projects. Experience in public bidding, Bid Document formulation, responding to bidder questions, issuing addendums, Bid Evaluation, Cost/Price Analysis, and leading negotiations.
  • Strong proficiency in Arabic and English, with excellent writing, reading, and speaking skills to communicate effectively on contract issues.
  • Excellent attention to detail, strong writing skills, and proficiency in MS Office (Word, Excel, PowerPoint) and other analytical software tools.
