Job summary/Role description:
TM and TM Arabia Limited have been awarded two lump-sum turn-key EPC contracts related to a petrochemical expansion at the SATORP Refinery (a JV of Saudi Aramco and Total Energies), in Jubail, Saudi Arabia. The contracts are valued at approximately USD 2 billion. The scope includes engineering, supply, construction, pre-commissioning, and commissioning over roughly 4 years.
The HSE Engineer should ensure all field activities comply with the HSE policies, regulations, standards, and procedures, promoting preventive and corrective actions as necessary.
Responsibilities:
- Perform Job Hazard Analysis (JHA) and participate in Job Safety Analysis (JSA).
- Verify the adequacy and application of the site HSE plan and related procedures, updating documentation as needed.
- Ensure subcontractors perform activities according to all applicable HSE procedures, regulations, and standards.
- Organize and participate in periodic HSE walkarounds, inspections, and audits; prepare reports and follow-up on corrective actions.
- Coordinate and participate in HSE training activities on-site.
- Lead HSE meetings, prepare MOM, and cooperate with the client regarding work permits.
- Investigate work accidents, identify corrective measures, and keep accident records.
- Promote and conduct training for personnel on HSE matters.
- Lead and coordinate the Site HSE Committee and emergency response teams; organize drills.
- Prepare HSE reports, statistics, and performance indicators; propose recovery plans for MIs.
Person Specification:
Qualifications:
- University degree or diploma in a relevant discipline or equivalent.
Experience:
- Minimum 10 years in HSE within oil & gas or petrochemical EPC projects, including construction, fabrication, installation, or commissioning.
- Experience with major EPC projects, preferably with the same client.
Skills and Abilities:
- Ability to conduct HSE orientations, implement plans, and lead incident investigations.
- Practical knowledge of SSOW, PTW, WMS, Risk Assessments, and H2S control measures.
- Excellent communication skills in English, both written and spoken.
