Job Description
Your role:
The RECO must be adept at managing cross-border compliance risks, aligning with Middle East regulations, country-specific requirements, and global compliance expectations. The RECO ensures Carrier's policies, procedures, and ethical standards are embedded across diverse business operations and jurisdictions, tailoring compliance strategies to fit both mature and emerging markets.
This position requires strong business acumen, fluency in regulatory landscapes across EMEA, fully aligned with DOJ guidance and Carrier's global framework and the ability to drive a consistent ethical culture while exercising independent authority.
The RECO serves as the independent regional authority for oversight and implementation of ethics and compliance across multiple site/business units within the region.
The RECO holds a dotted reporting line to the Chief Compliance Officer (CCO) or equivalent, with a dotted-line relationship to regional business leadership to ensure collaboration without compromising independence.
Essential Functions:
- Focus on Middle East regulatory frameworks alongside Middle East and African regulatory nuances.
- Experience managing compliance across diverse legal systems, balancing Middle East harmonization with local market complexities.
- Strong focus on anti-corruption, conflicts of interest, human rights (supply chain due diligence), and trade compliance.
- Significant stakeholder management across the Middle East and Africa regions.
- Engagement with regional leaders and local ethics officers across highly diverse regulatory environments (developed and emerging economies).
- Prepare to receive complaints, concerns, and allegations regarding Carrier business activities and conduct within Carrier facilities.
- Provide leadership to the Global Ethics & Compliance organization at the regional and local levels.
- Possess the unrestricted authority to review, investigate, and recommend remediation for potential ethics and compliance violations across all regional operations.
- Act as a visible and accessible compliance leader, capable of intervening in high-risk activities.
- Experience conducting independent investigations with minimal supervision.
- Comfortable operating with autonomy in a matrixed organizational structure.
- Proven track record of securing leadership support of compliance initiatives through data-driven advocacy.
- Support the selection, appointment, development, and continuous training of LECOs.
- Administer the Code of Ethics and compliance programs on a regional basis.
- Actively support the business providing guidance on their potential projects to ensure compliance with Carrier policies.
- Coordinate and oversee distribution of the Code of Ethics and the implementation of adequate training/educational programs.
- Promote Carrier's Speak Up program across all regions.
- Ensure consistent documentation, root cause analysis, and disciplinary action.
- Support compliance monitoring activities including audits and self-evaluations.
- Compile and assess data regarding program activities, including information related to training as well as allegations and investigations.
- Assure that alleged violations of the Code are investigated competently and with appropriate independence.
- Participate in the review process for significant Code violations.
- Oversee and work to enhance the professionalism of LECOs in all aspects of their responsibilities.
- Seek continuous improvement and use Carrier Excellence tools to analyze past events.
- Perform to a standard of excellence, setting a personal example of exemplary conduct.
Required Qualifications & Experience:- Bachelor's degree required; advanced degree (JD, MBA, Master’s in Compliance or Law) strongly preferred.
- 10+ years ethics and compliance experience, with 5+ years in regional leadership roles within multinational organizations.
- This role is only for Saudi Nationals.
- Multi-lingual capabilities preferred to effectively engage with employees in regional languages.
- Demonstrated independence and ability to influence senior leadership.
- Proven experience with regional risk assessments, investigations, and compliance program implementation.
- Experience managing compliance budgets and advocating for program resources.
- Proficient in compliance technologies (e.g., case management, data analytics).
- Excellent communication and stakeholder engagement skills.
Travel & Flexibility:Travel up to 30-50%, including to Carrier's global headquarters and regional sites. Flexibility to support global compliance initiatives across time zones.
