Job description

Position Overview:

The Commissioning Engineer for the Zuluf Water Treatment Project is responsible for planning, coordinating, and executing commissioning activities to ensure that plant systems and equipment are safely and efficiently brought into operation. The role ensures that all commissioning works are performed in accordance with project specifications, safety requirements, and operational standards, and acts as the key link between construction, operations, and project management teams during the transition from construction to operations.

Key Responsibilities:

1. Commissioning Planning and Execution:

• Develop and implement detailed commissioning plans, procedures, and schedules for systems, subsystems, and equipment.

• Coordinate with construction and mechanical completion teams to ensure systems are ready for pre-commissioning and commissioning activities.

• Supervise and perform commissioning activities including functional testing, loop checks, system energization, and performance verification.

• Ensure commissioning is executed in line with project requirements, industry standards, and client expectations.

2. System Readiness and Handover:

• Verify mechanical completion dossiers (MCDs) and ensure system/subsystem readiness for commissioning.

• Prepare commissioning dossiers, test packs, and system handover documentation.

• Lead the system turnover process from commissioning to operations.

3. Testing and Performance Verification:

• Conduct tests on electrical, mechanical, instrumentation, and control systems to validate performance against design parameters.

• Identify and resolve technical issues encountered during commissioning.

• Ensure all test results are properly recorded, analyzed, and included in commissioning dossiers.

4. Coordination and Communication:

• Collaborate with construction, mechanical completion, quality, and operations teams to ensure seamless transition into commissioning.

• Act as the focal point for commissioning status updates and technical discussions with project management and clients.

• Coordinate vendor representatives and subcontractors involved in commissioning activities.

5. Safety and Compliance:

• Ensure all commissioning activities are executed in compliance with HSE requirements and company safety policies.

• Participate in risk assessments, toolbox talks, and safety audits related to commissioning operations.

• Implement safe system energization procedures to protect personnel and equipment.

6. Documentation and Reporting:

• Maintain accurate records of all commissioning activities, including test results, checklists, and punch lists.

• Prepare daily, weekly, and monthly progress reports on commissioning status.

• Ensure commissioning dossiers are completed, reviewed, and submitted to the client.

7. Punch List and Issue Resolution:

• Review and manage punch list items raised during commissioning and ensure timely resolution.

• Support troubleshooting, root cause analysis, and implementation of corrective actions.

8. Continuous Improvement:

• Recommend improvements in commissioning processes, tools, and documentation practices.

• Stay updated with the latest commissioning methodologies, tools, and industry best practices.

Education:

• Bachelor’s degree or diploma in Engineering (Mechanical, Electrical, or Instrumentation) or a related field.

Experience:

• 5–7 years of experience in commissioning or pre-commissioning of large-scale industrial facilities.

• Experience in water treatment, desalination, oil & gas, or utility projects is highly desirable.

• Proven ability to manage commissioning activities for multi-disciplinary systems.

Skills:

• Strong knowledge of commissioning practices, system energization, loop checks, and functional testing.

• Familiarity with commissioning management tools/software (e.g., ICAPS, WinPCS, or similar).

• Excellent organizational and reporting skills.

• Strong communication and leadership abilities across multi-disciplinary teams.

• Proficient in Microsoft Office Suite (Excel, Word, PowerPoint).
