Job description

DUTIES AND RESPONSIBILITIES:

Assigned to project teams for projects typically between $500MM and $1BN. Actively supports the implementation of the Commercial Management function strategy and values during pre-award, post-award project execution and project close-out phases, on pursuits and/or projects. Works cross-functionally ensuring contract compliance and overall commercial integrity for the benefit of the pursuit/project.

This position may be domestic or international and may include both home office and field assignments.

Responsibilities

  • Work within the pursuit team to assist in the development the contracting strategy for the prime contract, major subcontracts and major purchase orders, and plan/lead this activity where appropriate. Collaborate as necessary with Sales, Legal, technical or functional organizations to ensure pursuit or contract strategies are being executed.
  • Day to day management of all non-technical project activities such that the Project Manager is consistently provided with accurate, timely and relevant information.
  • Develop and manage project commercial strategy for prime contract and subcontract administration and purchase orders, claims, variations and delays.
  • Active engagement in the production of estimates to ensure they are sufficient and error free.
  • Develop and implement change management processes and procedures to promote proactive identification of commercial exposures and potential changes. Support change negotiation such that the company is adequately compensated for both time and cost increases.
  • Develop and implement the project Claims Management Plan, and promote project management team individual roles and responsibilities awareness.
  • Negotiate and ensure acceptability of key subcontracts and purchase orders, including appropriate flow downs and other risk (insurance, indemnity, etc.) and compensation provisions from the prime contract.
  • Draft required notifications, letters of entitlement and additional contract documents.
  • Position the company for claims submissions; manage the coordination of project management, project controls, subcontracts and procurement, legal and third party specialists to identify, evaluate and negotiate claims.
  • Monitor project financial performance and risk/opportunity plans and report to Project Manager.
  • Conduct periodic reviews to ensure project is working within established contractual commercial terms and financial targets.
  • Monitor projects cost trends and schedule performance, cash flow, billings, and related financial items, and provide direction to the project leadership team for revenue enhancement and improvement of project financial performance as well as risk mitigation and recompense for cost and schedule impacts.
  • Develops, or assists with the development of, commercial training and orientation for project personnel and other members of the Commercial Management function.
  • Provide input to Commercial Management tools and learning resources, and Commercial Management policies and procedures.
  • Identify and collate specific projects lessons learned and best practices and feed back to Commercial Management functional management.

QUALIFICATIONS - SKILLS REQUIREMENTS EXPERIENCE LEVEL (ADDITIONAL NOTES)

An undergraduate degree in Business, Engineering, Law, Finance, Management, or Quantity Surveying (or equivalent), required.

  • Extensiverelevant experience working with contractors, subcontractors and/or owners on Hydrocarbon, Government Services, Power, Mining or Infrastructure projects.
  • Prior hands-on experience in at least one of the areas of; project controls, contract administration, subcontracts, procurement, accounting and finance, business development, project management and/or risk management is required.
  • Experience of the entire project lifecycle is essential in acquiring the knowledge necessary for effective commercial management. Field/project assignments for EPC, PMC, Services and/or Government Services projects is required.
  • Experience in Contract management in KSA (Aramco specifically).
  • Strong knowledge in EPC/LSTK Contract T&Cs in KSA
  • Saudi Labor Law knowledge
  • Good written and verbal communication skills.
  • Team player with the ability to work unsupervised and prioritize and execute commercial management activities to achieve deadlines.
