Driving Digital Transformation in Government Services
Role Summary:
The Chief Technology Officer (CTO) / Executive Advisor will be the strategic and executional lead for a full-scale digital transformation within a government services organization. The role is designed to modernize internal operations, reduce manual workloads, and integrate emerging technologies to improve service delivery. By leveraging AI, data analytics, and IoT/OT integration, the CTO will support the development of faster, cost-effective, and citizen-centric public services.
This high-impact, forward-thinking role carries the mandate to reimagine the service model and execute technology-driven innovation at scale. The objective is to streamline internal functions and significantly enhance the end-user experience through smart automation and digital-first initiatives.

Key Responsibilities:
Digital Transformation & Automation:
• Design and implement a strategic roadmap for automating manual and paper-based processes to reduce operational overhead and improve service speed.
• Expand and optimize the existing Oracle ERP system (Finance, HR) to include advanced modules covering operations, supply chain, and other mission-critical functions.
• Deploy Robotic Process Automation (RPA) and intelligent workflow platforms to minimize errors, accelerate turnaround times, and improve administrative efficiency.
• Focus automation efforts on delivering a seamless citizen experience while reducing friction across service touchpoints.
AI & Data Strategy:
• Define and execute a government-aligned AI roadmap, utilizing machine learning, predictive analytics, and data modeling to enhance service delivery, risk assessment, and operational efficiency.
• Identify high-impact AI use cases applicable to public sector challenges.
• Establish robust data governance frameworks to ensure secure, high-integrity data pipelines across departments and platforms.
Product Innovation & Digital Services:
• Lead the development of new digital tools and citizen services based on real-time data, IoT sensors, and user behavior analytics.
• Create platforms that enable proactive service delivery, real-time monitoring, and simplified user interfaces.
• Foster partnerships with technology providers, academic institutions, and innovation hubs to co-develop and pilot cutting-edge solutions.
Scalable Technology & Agile Leadership:
• Build and scale a high-performing technology team including software engineers, data scientists, and enterprise architects.
• Promote an agile culture with rapid development cycles, CI/CD pipelines, and DevOps methodologies to support continuous innovation.
• Facilitate strong collaboration between IT, operations, and frontline departments to ensure technology meets real-world needs.
Operational Efficiency & Cost Optimization:
• Identify and implement technology strategies that reduce operating costs, optimize resource utilization, and streamline support functions.
• Track and report the ROI of technology initiatives with clear links to improved service levels, turnaround times, and citizen satisfaction metrics.
Governance, Security & Compliance:
• Ensure the reliability, security, and scalability of the organization’s IT infrastructure.
• Maintain full compliance with public sector regulations, data protection laws, and internal audit standards.
Stakeholder Engagement & Executive Alignment:
• Align technology programs with institutional goals through close coordination with senior leadership and government stakeholders.
• Act as a visible advocate for digital innovation, communicating the strategic benefits of modernization across internal and external forums.
• Translate complex technical concepts into actionable insights and business cases for decision-makers.

Qualifications & Experience:
• Education: Bachelor’s or Master’s degree in Computer Science, Engineering, Information Systems, or a related field. An MBA or equivalent executive program is highly desirable.
• Leadership Experience: Minimum 10 years in senior technology leadership roles, preferably within the public sector or large-scale transformation programs.
• Digital Transformation Track Record: Proven success in leading end-to-end automation, ERP deployments (preferably Oracle), and service digitization projects.
• AI & Data Expertise: Strong understanding of AI/ML, data science, analytics platforms, and modern data architecture in a regulated environment.
• Innovation & Product Development: Experience conceptualizing and launching technology-enabled services that improve citizen outcomes or back-office efficiency.
• Agile & DevOps: Demonstrated ability to scale agile teams and manage DevOps pipelines in high-compliance environments.
• Business & Financial Acumen: Ability to connect technology initiatives with cost savings, performance improvements, and strategic objectives.
• Governance & Compliance: Familiarity with public sector standards for IT security, data protection, and digital governance.
