Purpose


To lead in providing Instrument & Controls engineering oversight to ensure the safe & reliable operation of plant facilities under JIGPC in Jazan, Saudi Arabia.


Nature & Scope


Properly functioning Instrumentation & Controls are critical to the safe, reliable, and efficient operation of the plant facilities and associated equipment & systems. As a member of the site engineering team, the Instrument Engineer will lead interactions routinely with plant operations, maintenance, and engineering personnel to provide “hands-on” field-engineering & troubleshooting support, instructions, and technical guidance related to the site’s Instrumentation & Controls systems. The position emphasizes teamwork, communication, organization, change management, work process optimization, planning, leadership, and hands-on technical skills with comprehensive knowledge across engineering disciplines.


PRINCIPAL ACCOUNTABILITIES


Safety


  • Provide & maintain a safe work environment for self & others. Employ good housekeeping methods and demonstrate leadership with all company & industry safe work processes to prevent injuries.

Engineering:


  • Lead in the provision of engineering evaluation & determinations, issue technical direction & guidance, and oversee inspection & quality assurance initiatives for all Instrument & Controls systems & equipment troubleshooting, maintenance, calibration, repair, and test activities.
  • Support & guide during the construction & commissioning of the plants. Maintain accurate document control and monitor quality assurance initiatives.
  • Develop detailed engineering specifications (including sizing calculations) for procurement of Instrument & Controls systems components and equipment.
  • Contribute to the development and maintenance of Instrument & Controls systems & equipment standards, procedures, and best practices.
  • Implement and maintain compliance with all Critical Safety Circuits (CSS), Safety Integrity Levels (SIL), and Safety Instrumented Systems (SIS) programs.
  • Support troubleshooting, maintenance, calibration, repair, and testing activities for plant gas analyzers.
  • Develop and manage a risk-based inspection and calibration program for all Instrument & Controls systems & equipment.
  • Establish relationships with inspection bureaus, maintain relevant standards, and ensure compliance with regulations.
  • Participate in project development and management activities, including scope, budget, and schedule.
  • Support the development of the annual budget for Instrument & Controls maintenance and activities.
  • Promote teamwork through good communication, listening, and problem resolution.
  • Drive continuous improvement in safety, reliability, and cost efficiency.
  • Maintain relationships with suppliers and internal/external customers.
  • Participate in industry best practice meetings and apply relevant insights.
  • Support and mentor local instrument technicians.

JOB REQUIREMENTS


  • Engineering degree (BSEE preferred) with over 10 years of relevant experience in chemical, refinery, or gas plant maintenance, inspection, or engineering.
  • Hands-on experience configuring, calibrating, troubleshooting, and repairing plant instrumentation related to temperature, pressure, flow, voltage, etc.
  • Experience with Siemens PCS7 DCS, field instrumentation, gas analyzers, and control valves.
  • Basic understanding of computer networks; strong troubleshooting and problem-solving skills.
  • Knowledge of SIL, SIS, SIF, SCADA, and industry standards (API, ISA, NEC/IEC, NFPA, ASME), preferably including Saudi Aramco standards.
  • Desirable experience in gas analyzers, advanced process controls, MPC, plant maintenance, and Profibus.
