CCL Global is seeking for an Business Development Manager with experience in Civil infrastructure background, Rail and residential projects (East Coast Railway, Jazan Bypass, Master Gas expansion phase 2 project)
we need a Bilingual ( English and Arabic speaker with BD background in mapping clients, be able to come up with a business plan and execute bids / tenders to be based in Al Khobar for a full time role.
Purpose of role:
- Finding Work Opportunities - Identify business opportunities for the Company and partners through systematic analysis of target markets, sectors, clients and development projects, to assess and gather information of positions to secure new work and retain repeat-work in support of the medium- and long-term growth objectives of the company.
- Building Networks – Identification of key personnel across target markets and client networks, forming close relationships with influencers and decision-makers. understanding the role of individuals involved in the identification, definition and award of key contracts. Building awareness of competitors strengths and weaknesses including the key personnel in competitor organizations.
- Building Market Awareness – Examine and quantity target business sectors, accessible markets, investment and expenditure in target markets, competitor market share, client budgets and FDI and SWF trends and objectives. Track potential developments and understand funding mechanisms. Monitor the development of opportunities, both in terms of potential targets and for opportunities where incumbents may require assistance or potentially face issues where our client can position to assist.
Key aims and objectives
- Build Opportunity Pipeline: Identification of opportunities that align with companies target sectors. Build intelligence on emerging opportunities to position us ahead of RFQ.
- Establish Relationships: Build client and partner networks to create trusting relationships that offer opportunities to access work opportunities aligned to the target markets and sectors of the business.
- Create Business Development Strategy: Based on the long-range business plan, capabilities and financial targets of the business, establish a clear business development strategy to generate new and repeat-business to support the revenue and growth objectives of the business.
- Win Work: Establish clear targets in terms of the number of opportunities and win rate required to meet the growth plan of the business in the target areas of business, developing win strategies based on knowledge of the target client’s objectives and assist in the development of compelling proposals based on USPs identified through client knowledge.
Prime responsibilities and duties
- Identify and Evaluate Business Opportunities: Conduct systematic research and analysis of target markets, sectors, and development projects to identify viable business opportunities for company and its partners.
- Develop and Maintain Client Relationships: Build strong networks with key stakeholders in client organizations, understanding their structures, procurement processes, and decision-making hierarchies to position our client effectively.
- Conduct Market and Sector Analysis: Monitor trends in investment, expenditure, and policy within the oil & gas, energy transition, water, and infrastructure sectors, particularly within the Saudi PPP market. • Support Proposal and Bid Development: Collaborate with internal teams to prepare prequalification documents, expressions of interest, and technical/commercial proposals aligned with client requirements and market expectations.
- Track Competitor Activity and Market Share: Analyze competitor strategies, project wins, and market positioning to inform the client's business development and marketing strategies.
- Coordinate Marketing and Outreach Initiatives: Assist in the development of marketing materials, presentations, and campaigns that align with brand and strategic objectives.
- Maintain CRM and Reporting Tools: Ensure accurate and up-to-date records of client interactions, opportunity pipelines, and market intelligence using CRM systems and regular reporting tools.
- Facilitate Internal Communication: Act as a liaison between business development, technical, and executive teams to ensure alignment on strategic pursuits and client engagement efforts.
- Sales & Marketing: Arranging the preparation and circulation of sales and marketing information aligned to our branding and marketing standards, using both social media and traditional media. Identifying suitable platforms for promoting the Company, including conferences, exhibitions, marketing publications and other events.
Allied occasional duties
- Gathering and presentation of accurate information regarding market size in the Region at both Regional and Country level
- Developing a detailed understanding of the structure of Key and Emerging Clients, identifying decision-makers and forging relationships at all levels
- Competitor mapping to provide competitive edge for future tenders
- Regular interface with Client teams to identify future opportunities and position Company for regular enquiries
- Contribute to Registrations to support regular enquiries and tenders
- Provide input and support to personnel involved in Bid Management and Preparation
- Driving a Sales and Marketing Strategy aimed at positioning the Company in the regional market to grow market share
- Promoting Company through attendance at industry events, conferences and exhibitions
- Growing new relationships with a view to expanding market presence
- Innovative use of marketing media attract interest and promote the Company brand
- Cross-Sector interaction with company representative to develop new opportunities

- Diligently maintain client contact lists, pursuit plans and opportunity tracking information such that status is always accurate and available
- Generate accurate, concise and timely reports of progress at individual opportunity and regional level • An accredited professional management qualification in Business Administration or equivalent.
- 6-9 years’ experience in Marketing and Business Development activities.
- Candidate should develop a knowledge and understanding of typical Commercial Terms and Conditions from target Clients
- Fluency in English is essential, Arabic preferred • A demonstrated understanding of local business culture
- Candidate must be a confident speaker, able to give presentations to large groups with an ability to forge relationships at all levels and inspire trust
- Willingness to travel and an expectation to make a full commitment to developing business in the region is a pre requisite.
