Job Title: Assistant Vice President – Talent Acquisition & Organizational Development

Location: Riyadh, Saudi Arabia

Reports To: Head of Human Resources


Role Overview: The Assistant Vice President – Talent Acquisition & Organizational Development is responsible for leading strategic manpower planning, recruitment, and organizational development initiatives for the bank’s Saudi operations. This role plays a critical part in aligning human capital strategies with overall business objectives, ensuring compliance with local regulations, and building a robust, agile, and future-ready organizational structure.


Key Responsibilities:

  1. Manpower Planning & Recruitment:
    Develop and manage comprehensive manpower planning strategies in alignment with business needs and future growth projections.
    Collaborate with business leaders to forecast talent requirements and identify key skills gaps.
    Finalize and manage the annual manpower budget, ensuring efficient use of resources.
    Lead the full-cycle recruitment function, including overseeing relationships with external recruitment partners and ensuring vacancies are filled promptly and effectively.
    Ensure compliance with all regulatory bodies including the Ministry of Human Resources and Social Development (MHRSD) and the Saudi Central Bank (SAMA) related to staffing and recruitment.
    Implement effective Saudization strategies and maintain related tracking and reporting.
    Design and implement onboarding programs that enable quick integration and engagement of new hires.
  2. Organizational Development & Design:
    Design and optimize the bank’s organizational structure in alignment with strategic objectives and evolving business needs.
    Evaluate and revise organization charts and job roles based on industry benchmarks and operational effectiveness.
    Maintain and update the employee handbook and HR documentation to reflect current policies and procedures.
    Develop and review job descriptions to ensure they are up-to-date, accurate, and aligned with job family frameworks and grading structures.
    Provide expert advice on job evaluation and grading systems to ensure internal equity and external competitiveness.
  3. Performance Management & Rewards:
    Oversee the performance appraisal process, ensuring alignment with business goals and consistency across departments.
    Support the integration of performance outcomes with compensation, promotion, and career development planning.
    Review and enhance employee benefits programs, informed by market studies and employee feedback.
    Conduct engagement surveys and analyze results to identify opportunities for improvement in employee experience.
  4. Policy & Compliance:
    Develop and maintain HR policies and procedures that comply with national regulations and reflect industry best practices.
    Ensure full adherence to regulatory and internal compliance standards, particularly for recruitment and organizational changes.
    Serve as a point of reference for SAMA-relevant appointments and documentation.
  5. Leadership & Team Development:
    Lead, manage, and mentor a team of HR professionals responsible for recruitment and organizational development.
    Promote a culture of high performance, collaboration, innovation, and continuous improvement within the HR function.

Mandatory Requirements:

  1. Bachelors degree minimum qualification
  2. Banking industry experience
  3. 8 years minimum in Human Resources/TA
