Job description

Qiddiya Investment Company invites applications for the position of Associate Director - Infrastructure - Large Festival Grounds. This role is crucial in the planning and execution of large-scale festival grounds designed to host a variety of entertainment events, ensuring that infrastructure meets the technical and safety requirements needed for high-profile festivals. You will work closely with internal teams and external partners to deliver a seamless and world-class experience for attendees.

As the Associate Director, you will lead the design, development, and implementation of infrastructure systems that support the operational needs of large festival events. Your responsibilities will encompass site layout, transportation planning, utility distribution, and overall infrastructure coordination, ensuring that projects are executed efficiently and are aligned with Qiddiya's vision of being a top-tier entertainment destination.

1. Infrastructure Planning and Design – lead the process of design and integration of engineering strategies, including roads and utilities, for new development projects. Oversee the planning, layout and overall coordination, ensuring all systems are optimised for performance and cost effectiveness.

2. Design Management – Collaborate with architects, Urban Planners and other stakeholders to ensure infrastructure plan and strategies align with the site development and city development goals. Provide required direction to the consultants towards resoling design issues.

3. Project Management – Oversee the development of project management plan, including high level schedule, resources, quality and risk management. Development internal resources plan, design review plan and guide the wider team to achieve time and quality goals for deliverables.

4. Procurement – Lead the consultant procurement process, including developing RFP, participate in technical and commercial evaluation, and presentation to management.

Your expertise will be instrumental in developing innovative solutions to maximize the functionality and sustainability of festival grounds, enhancing the overall visitor experience while adhering to strict safety standards.

  • Bachelor's or Master's degree in Civil Engineering, Infrastructure Planning, Project Management, or a related field.
  • 12-15 years of relevant experience in infrastructure development - infrastructure design management, for large scale land development programs.
  • Experience in infrastructure planning with excellent understanding of Master planning process and multidisciplinary engineering coordination.
  • Proven experience in leading complex infrastructure projects from concept through to implementation.
  • Knowledge of key engineering and infrastructure components of master plan development, such as Rights of Way sections, Utility Planning and Demand estimates. Security Strategy, FLS, Smart City Technologies, Mobility Strategy and Traffic Impact Studies.
  • Strong technical review skills in Wet and Dry Utilities, including Concept, Schematic and Detailed Engineering drawings.
  • Strong knowledge of infrastructure design principles, site planning, and construction processes.
  • Familiarity with local and international building codes, safety regulations, and environmental standards.
  • Knowledge of KSA authority regulations and previous experience of working in similar programs in KSA, will be advantageous.
  • Excellent project management skills, with a track record of delivering projects within budget and on schedule.
  • Demonstrated ability to collaborate effectively with multidisciplinary teams, stakeholders, and regulatory authorities.
  • Strong analytical and problem-solving skills, with the ability to think strategically and creatively.
  • Effective communication and presentation skills, with proficiency in English; Arabic language skills are a plus.
  • Willingness to work in a fast-paced environment and adapt to changing priorities, with a keen focus on safety and quality assurance.
