General Summary:

The Associate Director - Commercial & Reporting is responsible for overseeing budget management, cost control, and comprehensive reporting for major transport infrastructure projects. This role ensures financial discipline, accurate forecasting, and detailed reporting to support strategic decision-making and project success.

Essential Duties and Responsibilities:

  • Develops and implements robust budget management and cost control strategies for large-scale transport infrastructure projects.
  • Ensures compliance with all legal and regulatory requirements related to commercial activities.
  • Develops, with relevant stakeholders, the Contracts budget in alignment with the organization's budgetary requirements to allow effective delivery of desired objectives.
  • Leads the commercial and financial management and reporting, collaborating closely with Directors to define objectives, track progress, and achieve targeted business outcomes.
  • Identifies trends and risks related to cash flow forecasting against cash expenditure targets.
  • Contributes to the development of standardized work breakdown structures (WBS) and cost breakdown structures (CBS) for the project and ensures coordination with QIC and its Delivery Partners.
  • Coordinates closely with the Project Controls function in relation to implementing an effective controls system on budget, cost, report, risk, and change management.
  • Develops and implements budget, cost, and estimating management standards that are in line with market best practices and facilitates compliance by project team members.
  • Provides leadership, guidance, direction, and specialized assistance to projects for the resolution of difficult and complex project budgeting, reporting, and cost control problems.
  • Endorses continuous improvement initiatives through recommendations, updates, and changes to team activities, policies, and procedures.
  • Leads budgeting and forecasting processes and monthly reporting of the financial performance of the project.
  • Oversees the preparation and monitoring of project budgets, cost forecasts, and cash flows, ensuring alignment with financial objectives and constraints.
  • Leads the implementation of policies, software, and processes.
  • Conducts detailed cost analysis and financial forecasting to identify potential risks and opportunities.
  • Maintains consistent and standardized reporting practices.
  • Prepares and presents comprehensive financial reports, including variance analysis, to senior management and stakeholders.
  • Collaborates with project managers and other departments to ensure accurate and timely financial reporting.
  • Implements and maintains financial controls and procedures to ensure compliance with company policies and regulatory requirements.
  • Leads the development and enhancement of reporting tools and systems to improve data accuracy and accessibility.
  • Provides strategic insights and recommendations based on financial data to support project planning and execution.
  • Mentors and develops a team of commercial analysts and reporting specialists, fostering a culture of continuous improvement and professional growth.
  • Ensures effective communication and coordination with internal and external stakeholders, including regulatory bodies and financial institutions.

Qualifications

  • Bachelor's degree - Quantity Surveying, Cost Engineering, Finance, Accounting or related field

Professional Certifications (if required)

  • Royal Institute of Chartered Surveyors preferred, not essential.

Years of Experience

  • 12 – 15 years’ Commercial construction delivery experience – ideally Contractor and Consultancy – experienced in managing budgets and costs
  • Major program experience – managing multiple projects, conflicting priorities, and stakeholders.
  • Demonstrated evidence of developing and managing cashflow Development and associated reporting.
  • Previous KSA /Middle East experience preferred Expert leading Commercial Management and reporting of Major Projects in a highly regulated, complex, matrixed environments evidencing Full project life-cycle involvement (Bidding thorough to Final Account).
  • Subject matter expert in budgeting and cost management, cash flow and reporting.
  • Supports team through period of business changes in responding to changing business requirements.
  • Provides strategic oversight and guidance in managing and prioritizing the workload of a commercial and reporting, administration team, deadline-driven and ability to optimize workload.
  • Ability to leverage exceptional written and verbal skills in English – articulate ideas, strategies, and project performance to a range of audiences and to influence at senior levels.
  • Ability to leverage in-depth knowledge of enterprise-level management software, such as Prism, SAP, or similar systems
  • Strong leadership skills to inspire large, diverse teams and deliver results.
  • Demonstrated leadership skills to set clear goals, motivate teams and deliver results.
