Associate Director - Commercial & Reporting

The Associate Director - Commercial & Reporting oversees budget management, cost control, and comprehensive reporting for major transport infrastructure projects. This role ensures financial discipline, accurate forecasting, and detailed reporting to support strategic decision-making and project success.

Essential Duties and Responsibilities:

  • Champion QIC's "Safety First" value, confidently enacting Stop Work authority and engaging in health, safety, and wellbeing standards.
  • Model leadership behaviors aligned with the Qiddiya Values.
  • Motivate and inspire a high-performance culture through clear direction, feedback, recognition, and fostering collaboration and innovation.
  • Develop and implement budget management and cost control strategies for large-scale projects.
  • Ensure compliance with legal and regulatory requirements related to commercial activities.
  • Collaborate with stakeholders to develop the Contracts budget aligned with organizational goals.
  • Lead commercial and financial management, collaborating with Directors to define objectives and track progress.
  • Identify trends and risks in cash flow forecasting and expenditure.
  • Contribute to standardizing work breakdown and cost structures, coordinating with QIC and Delivery Partners.
  • Coordinate with Project Controls to implement effective budget, risk, and change management systems.
  • Develop standards for budget, cost, and estimating management, ensuring market best practices and compliance.
  • Provide leadership and guidance for complex project budgeting, reporting, and cost control issues.
  • Support continuous improvement initiatives in team activities, policies, and procedures.
  • Lead budgeting, forecasting, and monthly financial reporting processes.
  • Oversee project budgets, cost forecasts, and cash flows, ensuring alignment with financial targets.
  • Implement policies, software, and processes related to financial management.
  • Conduct detailed cost analyses and financial forecasts to identify risks and opportunities.
  • Maintain standardized reporting practices and prepare comprehensive financial reports for senior management.
  • Collaborate with project teams to ensure accurate financial reporting.
  • Maintain financial controls and procedures to ensure compliance.
  • Enhance reporting tools and systems for better data accuracy and accessibility.
  • Provide strategic insights based on financial data to aid project planning.
  • Mentor and develop a team of analysts and reporting specialists, fostering professional growth.
  • Ensure effective communication with internal and external stakeholders, including regulatory bodies and financial institutions.

Desired Candidate Profile

Qualifications

  • Bachelor's degree in Quantity Surveying, Cost Engineering, Finance, Accounting, or related field.

Professional Certifications (if required)

  • Royal Institute of Chartered Surveyors preferred but not essential.

Years of Experience

  • 12-15 years of experience in commercial construction delivery, ideally with contractor and consultancy backgrounds managing budgets and costs.
  • Experience managing multiple projects, conflicting priorities, and stakeholders.
  • Proven track record in cash flow development and reporting.
  • Experience in the Middle East/KSA preferred, with leadership in commercial management of major projects across the project lifecycle.
  • Expertise in budgeting, cost management, cash flow, and reporting.
  • Ability to support teams through business changes and respond to evolving requirements.
  • Strong leadership skills to manage and prioritize workload, inspire teams, and deliver results.
  • Excellent written and verbal communication skills in English.
  • Proficiency with enterprise management software such as Prism, SAP, or similar systems.
