Guide, manage, and administer daily refinery operations responsibilities to ensure operational activities are performed in compliance with priorities such as profit, safety, health, reliability, security, and environmental requirements. Ensure that day-to-day work is performed effectively, efficiently, and safely. Facilitate smooth communication between various organizations and internal/external stakeholders.
KEY DUTIES & RESPONSIBILITIES
- Develop annual operational plans aligned with departmental objectives. Supervise personnel and resources to achieve these plans. Contribute to the development of business processes, procedures, policies, systems, and controls to ensure compliance and successful execution.
- Identify staffing and resource needs, focusing on achieving Saudization targets and maintaining high staff retention. Ensure staff skills are developed through appropriate training programs.
- Establish and monitor KPIs related to performance objectives. Promote and ensure compliance with HSE regulations, policies, and procedures. Provide necessary HSE training to all employees.
- Oversee the implementation of YASREF HSE programs/SMS, including development, revision, and continuous improvement of HSE processes.
- Ensure daily operations are performed effectively, efficiently, and safely to maximize refinery profit, enhance reliability, and promote safety and environmental compliance. Schedule production and allocate work accordingly.
- Ensure the plant operates at maximum capacity with proper coordination for corrective actions to meet production targets.
- Participate in strategy development and business planning. Ensure process parameters meet product quality and quantity requirements, maintaining standards to avoid delays and impacts on exports.
- Ensure process parameters align with received product specifications. Improve unit reliability by investigating incidents and implementing corrective actions.
- Manage marine ship movements to ensure timely delivery and quality of products, enhancing unit reliability through proactive incident investigation and corrective measures.
- Ensure the availability of chemicals needed for operations, evaluate process changes, and validate technical modifications.
- Maintain effective communication among operation units to ensure smooth processes and prevent miscommunication.
- Participate in daily operational meetings to address issues and validate process changes.
- Manage departmental projects and programs to meet performance targets.
- Ensure health monitoring systems are effective and compliant with industry standards to protect employee health.
- Support the OME team to uphold safety standards and coordinate maintenance activities.
- Participate in daily and weekly refinery operation review meetings, ensuring issues are addressed promptly without impacting safety or production.
- Enforce environmental procedures, manage waste reduction programs, and ensure fire safety systems are operational.
- Minimize risks through early identification and proactive management strategies. Develop and assess subordinates for potential growth.
- Ensure operations comply with HSSE standards. Lead emergency responses as per ERP to prevent property, health, or life losses.
- Conduct regular team engagement meetings to foster a healthy work environment and high employee engagement.
- Perform other duties as assigned by the supervisor.

MINIMUM REQUIREMENTS
Education: Bachelor’s Degree in Process, Chemical, Mechanical Engineering, or equivalent.
Experience: At least 16 years of relevant work experience.
